SOME 80 EX MEXICAN OFFICIALS WORKING FOR US AGENCIES

From former high-ranking officials to ordinary police have been co-
opted by U.S. agencies, primarily in charge of fighting drug (DEA,
for its acronym in English) and representations of Alcohol, Snuff and
Firearms (ATF) and the Immigration and Customs Enforcement (ICE).
Senior members of the Attorney General's Office (PGR) and the
ministries of Public Security and the Interior confirmed to La
Jornada that they have detected at least 80 former public servants in
sensitive areas of intelligence, investigation and analysis of the
Mexican government are working for U.S. agencies, spying, gathering
information and following up on issues and cases of interest.
The sources, which requested anonymity, as they have been part of
teams that participated in meetings of representatives of Mexico and
the United States in settlement negotiations as the Merida Initiative
and the infiltration of agents in criminal organizations, revealed
not has ruled out serving officials are also working for the
Americans in combination with former teammates, which is already
being investigated in the preliminary investigation which asks
whether the DEA has laundered money for Mexican criminal groups in
the national territory without the knowledge of the authorities.
The former public servants and American informants now act as if it
were consular officials, as one of its bases is located in the U.S.
embassy itself, other offices are in Reforma 265, and the largest
covering an entire floor of a hotel that is roundabout located at the
Angel of Independence.
According to the information obtained, U.S. agencies have offered
employment as informants and also as Achievers of information in
areas such as the Office of Special Investigations into Organized
Crime (OFDI), instance of the RMP is responsible for more sensitive
research on organized crime, for example, the case of Mexican citizen
Chinese businessman Zhenli Ye Gon, who is subject to extradition
proceedings in the U.S., or the integration of records against the
Beltran Leyva brothers or family Zambada Niebla (children of Ismael
El Mayo Zambada, a leader of the Sinaloa cartel).
Respondents noted that the informants of DEA, ICE and ATF have been
detected in facilities such as the Command Center of the Federal
Police and the Centre for Investigation and National Security, and
then direct their steps to the U.S. embassy or facilities that have

Interviewed officials reiterated that this newspaper published last
August is actually a center where major operations are determined
against organized crime groups, more research initiative or by

across the country, Mexican authorities do not know the number of

Desde ex funcionarios de alto nivel hasta policías de a pie han sido
cooptados por agencias estadunidenses, principalmente por la
encargada del combate antidrogas (DEA, por sus siglas en inglés) y
las representaciones de Alcohol, Tabaco y Armas de Fuego (ATF) y del
Servicio de Inmigración y Control de Aduanas (ICE).
Altos mandos de la Procuraduría General de la República (PGR) y de
las secretarías de Seguridad Pública federal y Gobernación
confirmaron a La Jornada que han detectado que al menos 80 ex
servidores públicos de áreas sensibles de inteligencia,
investigación y análisis del gobierno mexicano trabajan para las
agencias estadunidenses, espiando, recopilando información y dando
seguimiento a los temas y casos de su interés.
Las fuentes consultadas, las cuales solicitaron el anonimato, ya que
han sido parte de los equipos que participaron en reuniones de
representantes de México y Estados Unidos en negociaciones de
acuerdos como la Iniciativa Mérida y la infiltración de agentes en
organizaciones criminales, revelaron que no se ha descartado que
funcionarios en activo también estén trabajando para los
estadunidenses en combinación con sus ex compañeros, lo que ya está
siendo investigado en la averiguación previa en la que se indaga si
la DEA ha lavado dinero de grupos criminales mexicanos en territorio
nacional sin conocimiento de las autoridades del país.
Los ex servidores públicos y ahora informantes estadunidenses actúan
como si se tratara de funcionarios consulares, pues una de sus bases
se localiza en la propia embajada estadunidense; otras oficinas están
en Reforma 265, y la más importante abarca un piso completo de un
hotel que se ubica en la glorieta del Ángel de la Independencia.
De acuerdo con la información obtenida, las agencias estadunidenses
han ofrecido empleo como informantes y a la vez como conseguidores de
información en áreas como la Subprocuraduría de Investigación
Especializada en Delincuencia Organizada (Siedo), instancia de la PGR
que tiene bajo su responsabilidad las investigaciones más sensibles
en materia de crimen organizado; por ejemplo, el caso del empresario
chino nacionalizado mexicano Zhenli Ye Gon, quien se encuentra sujeto
a un proceso de extradición en Estados Unidos, o la integración de
expedientes contra los hermanos Beltrán Leyva o la familia Zambada
Niebla (hijos de Ismael El Mayo Zambada, uno de los líderes del
cártel de Sinaloa).
Los entrevistados señalaron que los ahora servidores de DEA, ICE y
ATF han sido detectados en instalaciones como el Centro de Mando de
la Policía Federal o el Centro de Investigación y Seguridad
Nacional, y luego dirigir sus pasos a la embajada estadunidense o a
las instalaciones que tienen en Paseo de la Reforma 265, donde
oficialmente se localiza la Oficina Bilateral de Seguimiento a la
Iniciativa Mérida.
Las autoridades entrevistadas reiteraron lo que este diario publicó
en agosto pasado: en realidad, es un centro donde se determinan
operaciones importantes contra grupos del crimen organizado, más por
iniciativa o investigación de los estadunidenses que por actuaciones
mexicanas, pero agregaron que, al igual que en las instalaciones del
mencionado hotel, solamente se permite el acceso a los más selectos
informantes o funcionarios.
En el caso de las instalaciones del hotel de la glorieta del Ángel de
la Independencia, de los funcionarios entrevistados sólo algunos
reconocieron haber ingresado al sitio: un piso completo que a simple
vista parece una zona de suites, al cual solamente se accede con una
llave por el elevador. Las fuentes detallaron que dentro de las
instalaciones, las cuales son vigiladas por agentes estadunidenses,
hay equipos de cómputo, vigilancia e intercepción telefónica, y en
el lugar se reciben y envían de manera electrónica los cables
sensibles de las operaciones en territorio mexicano.
La contratación de agentes y funcionarios mexicanos no es una
situación reciente, pero ahora es más visible porque en algunos
casos se ostentan como colaboradores; inclusive llegan a presumir que
ahora tienen horarios más cortos y se enfocan a casos concretos,
dijeron los entrevistados.
Asimismo, indicaron que en una reunión de alto nivel, funcionarios
mexicanos reclamaron abiertamente a los representantes de agencias
estadunidenses que en zonas como Baja California, Chihuahua y
Tamaulipas, los agentes federales trabajaran para ellos y no
cumplieran con sus responsabilidades, y se pidió que no los
cooptaran, pero la situación ha continuado.
En ese contexto, aunque los agentes estadunidenses no suman más de
200 en todo el país, las autoridades mexicanas no conocen el número
de informantes que han contratado, ya que inclusive se ha detectado
que algunos que fueron detenidos como delincuentes colaboraban con
alguna agencia, sobre todo en la frontera norte.
En agosto pasado, La Jornada informó que hay funcionarios locales que
participan en las investigaciones y en el intercambio de información,
además de que realizan labores de inteligencia, pero que son
sometidos a exámenes de confianza por los estadunidenses, cuya
evaluación incluye aplicaciones en el iris de los sustentantes, que
se considera un sistema más barato, eficiente, confiable y rápido
que el polígrafo tradicional.
Asimismo, que cuando las agencias estadunidenses quieren una captura
o una incautación de alto impacto en México, las autoridades
nacionales son informadas de los vínculos del presunto criminal, sus
números telefónicos, los domicilios a que acude, como ocurrió en el
caso de Arturo Beltrán Leyva, abatido por elementos de la Secretaría
de Marina el 15 de diciembre de 2009.
Una muestra pública reciente de la operación de estas agencias en
territorio nacional –indicaron los entrevistados– fue lo sucedido
en San Luis Potosí en febrero de este año, cuando el agente Jaime
Zapata, de ICE, fue asesinado por integrantes de Los Zetas, luego de
sostener una reunión con uno de sus informantes.
