TUCSON, Ariz. - Forty-one-year-old Luis Enrique Beltran from Culiacan, Sinaloa, Mexico, was sentenced to 10 years in prison for weapon smuggling on Tuesday, according to the Department of Justice.

Beltran had previously pleaded guilty to an indictment charging him with conspiracy to unlawfully export and aiding and abetting the unlawful possession of machine guns, grenades, and grenade launchers.

He was also extradited from Mexico to the United States in 2017.

According to the DOJ, agents received information in 2011 that Beltran was trafficking military-grade weapons from the U.S. into Mexico and later discovered that Beltran sought to buy and smuggle up to 10 machine guns with attached grenade launchers and 50 grenades each week.

Beltran was sentenced to the maximum sentence allowed by law due to the severity of his crimes and his role a a leader of an extensive weapons-trafficking conspiracy.

DOJ said all of this activity was orchestrated from Mexico and also directed several other co-conspirators to smuggle over 50,000 rounds of ammunition and hundreds of high-capacity ammunition magazines.

Portland grants $500K for immigrants' attorney fees
Updated Sep 21; Posted Sep 21

By Gordon R. Friedman gfriedman@oregonian.com
The Oregonian/OregonLive

https://www.oregonlive.com/portland/index.ssf/2018/09/portland_grants_500k_for_immig.html

Some Portland immigrants and refugees facing deportation may be provided an attorney at no cost thanks to an ordinance adopted Wednesday by the City Council.

The council approved a $500,000 grant to Catholic Charities of Oregon, which will use the money to hire attorneys and paralegals to represent potential deportees.
A minimum of 60 people are to receive attorney help under the grant, according to the agreement.
At least 50 of those "will receive a screening for service eligibility," though no eligibility conditions are listed.

Immigrants living in the country illegally and refugees have the same constitutional protections as citizens.
But people facing deportation are not entitled to a court-appointed lawyer if they cannot afford one.

The legal assistance program is the brainchild of Portland's newest city commissioner, Chloe Eudaly.
She said Wednesday that hundreds of Portlanders are facing deportation, and most will be forced to leave the country unless they can be provided attorneys.
She did not cite a source for the figure.

Her remarks came in reaction to news reports she steered more than $13,000 from the nonprofit she ran to herself and her consulting firm.

The need for access to attorneys is especially great given "continued and increasingly aggressive attacks" on immigrants from federal officials, Eudaly said.

"Providing access to legal services is about protecting everyone's constitutional right to due process," Eudaly said.
"This is one of the most fundamental components of our democracy and every American regardless of immigration status should be proud to defend this value."

The $500,000 grant to Catholic Charities is a one-time grant under the city special appropriations budget.
Money for the grant is drawn from the city general fund, which primarily pays for police, fire and parks operations.
The vote to approve the funding ordinance was 4-0 with Commissioner Dan Saltzman absent.

KGUN 9 ON YOUR SIDESHOW CAPTION

NACO, Ariz. - A state of emergency has been declared in Naco. This follows the huge leak of raw sewage from Mexico onto U.S. soil on September 9th.

About 682,000 gallons were released on the first day of the leak. But since then, a total close to 5-million gallons have been spilled.

"Although the flow of the material is still coming in, it's not directly impacting the residents because its not going to get to the occupied areas.
But it is sill going into private property and county property off to the west.
That has since been flowing across the border into the U.S. into Greenbush Draw," said Gabe Lavine, the Cochise County Emergency Services Manager.

This month's leak is part of an issue, officials and residents say, has been going on for 40 years.
Tom Thompson owns five acres of land along the border and was at tonight's meeting to know if something will finally change.

"I've got tenants that i rent my land out to, if they're not healthy its not going to do me any good either.
Its polluting m wash, that's what I'm concerned about," said Thompson.

This public meeting was full of concerned people saying they are tired of being told the same thing over and over again.

"And how long is the bureaucracy going to take with this?
how many gallons are crossing over everyday?
are you going to tel me they're going to fix it in a month?
Two months?
Divert it to them.
So that they can get the message of the seriousness of the problem," said another man at the meeting.

By declaring a state of emergency, Cochise County is hoping the attention on this leak can get several agencies on both sides of the boarder to act swiftly.

Repairs are expected to begin within the next 8 weeks.
The spillage by that point is expected to be 18 million gallons.

Southwest Utility is responsible for area's water and reports that the drinking water is safe.
A representative at the meeting said they are confident the water is safe to drink and will continue to be.

Public health officials are continuing to urge people to keep children and pets away from exposed areas.
The county board of supervisors said the still water to the south has evaporated, but the threat of exposure is still there.
For example, pets could be exposed and bring an airborne disease home.

A free vaccination clinic for adults will be held at the Naco Fie District September 26 10 a.m. to 2 p.m., and 4 p.m. to 8 p.m.
Vaccinations for HepA, HepB and Tetanus will be available.
A free clinic for children is being prepared for the following week.

A public bilingual hotline will be available next week for you to report any public health concerns.

Border Patrol apprehends 170 migrants early Tuesday

GRANJENO — U.S. Border Patrol agents apprehended 170 asylum seekers early Tuesday morning within the span of a few hours,
according to a U.S. Customs and Border Protection news release.

Large groups of migrants, which included family units and unaccompanied children, began turning themselves in shortly after midnight
to Border Patrol agents patrolling the area just south of Mission, which sits along the Rio Grande.

"It's a constant flow of (smugglers) bringing raft after raft," said supervisory agent Robert Rodriguez,
who adds it was highly likely the migrants were being brought across the river by the same smuggling organization.

"It's a common tactic; it's not a coincidence — the smugglers will send massive groups of that size so agents are inundated with dealing with them so
(the smugglers) can pass others through," Rodriguez said.

Border Patrol could not disclose the number of agents who responded to the large group, citing "operational security,"
but the news release noted the agents requested assistance from the Texas Department of Public Safety.

This is the largest group of migrants apprehended in a single day, according to recent CBP news releases,
but Rodriguez said CBP has discovered groups numbering in the 90s in recent weeks,
as total southwest border apprehensions increased in August by nearly 20 percent compared to July.

Last month, agents in the Rio Grande Valley sector apprehended approximately
7,100 family units and 2,200 unaccompanied minors, according to CBP data,
up from approximately 5,200 and 1,900 respectively in July.

The migrants apprehended Tuesday were primarily from El Salvador, Guatemala and Honduras, Rodriguez said.

GRANJENO, Texas – Early this morning, U.S. Border Patrol agents assigned to the McAllen station encountered 170 illegal aliens
comprised of family units and unaccompanied children.

Just after midnight, the group of 170 smuggled illegal aliens sought the first Border Patrol agents they could find to turn themselves in.
The group required additional agents to respond and assist, leaving other areas of the river area vulnerable.

As agents prepared the group for transport, the criminal organizations took advantage of the limited resources
and simultaneously attempted to smuggle multiple other groups whom actively attempted to evade apprehension.

Agents requested assistance from the Texas Department of Public Safety in the areas near Hidalgo and Mission, Texas, to manage the flow.

Border Patrol is processing the subjects accordingly.

The Rio Grande Valley Sector currently has multiple campaigns focused on rescues and danger awareness,
such as "Operation Big Rig" and "No Se Arriesgue" to combat smuggling and ultimately save lives.

Cochise County declares state of emergency over sewage leak

https://www.kgun9.com/news/local-news/cochise-county-declares-state-of-local-emergency

TUCSON, Ariz. - The Cochise County Board of Supervisors declared a state of local emergency in response to the ongoing HAZMAT situation in Naco on Monday.

The state of emergency follows a leak of raw sewage from Mexico onto U.S soil on Sunday, Sept. 9, in which the county declared a public health emergency.

While that initial flow was stopped and then contained, a second leak started when the HAZMAT was diverted to another pipe and failed.

The HAZMAT continues to flow west onto private property in the U.S at a rate of between 288,000 and 432,000 gallons per day.

Cochise Environmental Health is monitoring the situation and continues to treat the HAZMAT with chlorine tablets.

Cochise County said drinking water remains safe, but the public should avoid the area and any standing pools of water.

Although sewage leaks across the border have happened before, the current situation represents a 328% increase on previous incidents.

Cochise County said they are working with state, federal and Mexican agencies in an attempt to create a long-term solution to the issue.

A town hall will be in Naco later this week to keep local residents informed of the situation. The county is also planning to offer an immunization clinic to any area residents with health concerns.

The County's Office of Emergency Management has also put a response plan in place to deal with another anticipated flow near the Naco Port of Entry when repairs to the sewage pipes take place in Mexico.

It is not yet known which agency will carry out those repairs, but it is expected to take place within the next eight weeks. The flow will occur when the system is flushed out.

If necessary, we are 'shirtless' for supporting young people: López Obrador

The "Youth Building the Future" (Jóvenes Construyendo el Futuro ) program will be a priority and will require around 110 billion pesos ( $530,000,000 USD ) and if necessary the administration will remain "shirtless", assured the president-elect, Andrés Manuel López Obrador.

He stressed that with this program of employment and temporary training for young people will seek to compete with organized crime that has recruited children for their activities.

We are going to compete with you for those who are catching the young people, because until now we have only dedicated ourselves to saying there are the hawks, ( los halconcitos - lookouts ) in the petrol stations, at the entrance and exit of the villages, informing who enters, who comes out. But what had we done for the hawks? "He asked.

Do not close the door to young people, do not turn your back on young people, never abandon young people, "the president-elect stated.
He explained that of the 2.3 million young people expected to be served by this program, 70 percent will be trained and eventually employed by the private sector, 20 percent by the public administration and 10 percent by social organizations.

He insisted that this program will use all available resources in the next administration.

If it is necessary to move on to the phase of 'Franciscan poverty' we will explore it, we will not rule it out, so that they do not go there saying, "What a barbarity!", Said el tabasqueño.

Luisa María Alcalde, proposed as secretary of Labor in the next administration, explained that in December the registration of the participating companies will begin and in January the young people who will seek employment and the scholarship will register.
The companies that participate in the "Youth Building the Future" program will receive a badge that will accredit them as Companies with Social Commitment, "said Mayor.

Nogales, Son

With the implementation of the Integral Coordination System, Computing and Intelligence begins with the migration process from C4 to C5 in Nogales, which is not only a building or common facilities, it is a whole integral system of applied technology for public safety, informed the Secretary of Public Security, Adolfo García Morales.

He explained that in C5 there will be a single command center through an agreement where the municipalities, the State and the Federation will work together against crime, with a system based on video surveillance with state-of-the-art software.

García Morales said that previously with the C4 there were around 24 cameras in the city of Nogales and today with the C5 there will be around 380 cameras that will be working this year.

He announced that it will also have a "road frame" that is handled with the latest technology which will allow to know who enters and who leaves the city with an exact record of all vehicles.

He argued that this will show data of license plates, series, stolen cars, vehicles that have participated in some incident and even the data of the owner.

"This intelligence system will also allow the police elements to be monitored accurately, to specify where the patrols are located, each element, everything that is handled via radio in the police frequencies will be recorded.

"The C5 is an integral system for the entire state of Sonora, so we clarified that today we start here in Nogales, it is a process that takes 10 months for its completion of facilities because it has about 11 kilometers of fiber optic the C5 will have its own voice and data network, which will allow greater storage and security of what is documented, "he stressed.

The public official clarified that the Supreme Court of the Nation accepted video surveillance or radio communication and everything that emerges from the C5 serves as evidence for the Accusatory Penal System.

With this system it will be possible to optimize the circulation of the patrols by giving exact data on the crimes and the time of crimes that are recorded in a specific place, which will prevent the units from circling in search of the crime .

'Mariachi musician' gunmen kill three in Mexico City

https://www.bbc.com/news/world-latin-america-45532673

The area where the shooting took place is frequented by tourists who go there to listen to mariachi musicians
Gunmen dressed as traditional mariachi musicians have killed at least three people and wounded at least seven in Mexico City.
The armed men opened fire at a road crossing on the edge of the Plaza Garibaldi,
a major tourist attraction packed with mariachi bars, police said.
The gunmen then fled from the scene on motorbikes.

Plaza Garibaldi borders the notorious Tepito district, home to the violent La Union drugs gang.
"You come completely relaxed and to have a good time and then suddenly there are gunshots.
You don't know if you're going to get back home," one tourist in the area told Reuters news agency.
"Now, you're not going to trust mariachis because the gunmen were dressed as mariachis."

There was a heavy police presence around the Plaza Garibaldi in the wake of the shooting
Tepito has suffered a wave of violence over the last month after the gang's presumed leader,
Roberto Moyado Esparza - or El Betito - was arrested.

The number of killings in the city, the Mexican capital, has surged since 2014.
More than 200,000 people have been killed or have disappeared since December 2006,
when Mexico's government declared war on organised crime.

Mexico experienced its most violent year in 2017 with more than 25,000 murders, official figures suggest.
It is the highest annual tally since modern records began.
Organised crime accounted for nearly three-quarters of those murders.

Record checks found that the passenger, Jose Flores-Oviedo, had multiple felony convictions that include a sex offense against a child (fondling) in 2002 in Sandusky, Ohio; as well as domestic violence out of Madera, California, in 2004.

Flores-Oviedo was also convicted for assault with a deadly weapon, causing "Great Bodily Injury" to a firefighter in San Francisco in 2010, for which he spent four years in prison.

Flores stated that he and his brother, who currently resided in Madera, were traveling back to California after a weekend stay in Las Vegas.
Both are being processed for removal proceedings.

7.5 years in prison for man who sexually abused girl

A 50-year-old local man who was accused of sexually abusing a young girl was sentenced to 7.5 years in prison followed by a lifetime of supervised probation.

Albert Bermudez was sentenced Aug. 27 by Judge Thomas Fink of Santa Cruz County Superior Court after he was convicted of sexual abuse, a Class 3 felony, and child molestation, a Class 2 felony. Bermudez pleaded "no contest" to the charges, which has the same legal effect as a guilty plea.

The judge gave Bermudez credit for 119 days served prior to his sentencing.

On March 3, 2014, the victim's mother reported that her then 11-year-old daughter came forward about the abuse, stating that it began when she was 8 or 9 years old and continued on more than five occasions until October 2013, according to the pre-sentence report.

The victim's mother added that Bermudez was incarcerated at a federal prison in Mexico on February 11, 2014 for attempting to cross a high-powered rifle into Mexico, and she believed her daughter had found the courage to come forward because Bermudez was safely behind bars.

Bermudez was released from Mexican prison in March 2018, according to the pre-sentence report, and was apprehended for other warrants in Pima County on April 23, 2018.

Bermudez told a probation officer during his pre-sentence interview that violent incidents in the Mexican prison caused him to suffer memory loss, and so he didn't recall ever abusing the victim.
"I don't remember anything. It feels like a dream, like I lost my life," he reportedly said.

However, the report writer noted that Bermudez had no issues with responding other questions about his personal life.

Federales and Military Arrive in Baja California
Mexicali., B.C - It is the beginning of remembering the heroes that were part of the history of the independence of Mexico. It is the commemoration of the six hero children who, being military cadets, gave life to their country in Chapultepec Castle, a symbolic act of the Mexicans who fought to defend the homeland. This Thursday the mournful anniversary took place in the park heroes of Chapultepec in Mexicali.

Authorities of the 3 levels of government remembered the 6 heroes who gave their lives for freedom, justice and security of the country. After the celebration, the governor of Baja California, Francisco Vega, informed that he will continue working so that the State is free and safe when mentioning that security was reinforced throughout the Baja California territory with the arrival of federal and military agents in order to combat the delinquency in the entity. He indicated that among other actions will attack the problem of irregular cars that circulate in the city, known as "chocolate cars".

The Attorney General in Baja California said that so far this year there have been 111 violent homicides in Mexicali. He explained that work is being done in coordination with federal agents recently arrived in Baja California to implement strategic plans against insecurity.

It is estimated that there are about 140 federal agents and an indefinite number of elements of the Navy and the Secretary of National Defense who will be working in conjunction with the police forces in Baja California.

The Government of the United States handed over to the Attorney General's Office (PGR), 47 Mexicans sentenced, including a woman, for being criminally responsible for crimes against health; two of them also had sentences for money laundering and two others for possession of a firearm.

During the delivery of persons, the Mexican government also handed over four US prisoners, three of them responsible for crimes against health and one for robbery.

The PGR reported that the reception delivery was carried out in compliance with the constitutional norms and the bilateral treaty.

Once in national territory, the nationals were transferred to a penitentiary center in our country to carry out their social reintegration, as established by law.

"The international transfer of a convicted person seeks, with the express consent of the inmate, as an indispensable requirement, that he be transferred to his country of origin in compliance with a benefit and a human right protected and safeguarded by our Magna Carta," the PGR.

The PGR explained that the international transfer of sentenced persons is a procedure that does not require the hiring of a private attorney or specialist in the matter, since the General Directorate of International Procedures of the Legal and International Affairs Deputy Attorney General, in coordination with the consulates of Mexico advises, informs and follows up on these requests for free.

USA lives humanitarian crisis due to weapons: Amnesty International
yaritza ayon
POSTED ON 09/12/2018

http://nuevodia.com.mx/2018/09/12/eu-vive-crisis-humanitaria-por-armas-amnistia-internacional/

WASHINGTON.

The wave of violence with firearms that has plagued the United States for years, and that last year claimed the lives of 106 people a day,
represents a real "human rights crisis" for the country, reported today the organization Amnesty International (AI).

"Violence with firearms in the United States is a human rights crisis (...). T
he United States is failing in its obligation to protect and promote the human rights reflected in international law, "AI said in a new report.

Under the title 'In the line of fire.
Human Rights and the crisis of violence with firearms in the United States',
the document analyzes the impact on the population of the use of this type of weapons,
whose possession is seen by many Americans as an inalienable right.

The United States is experiencing a humanitarian crisis due to firearms, says Amnesty International

The data compiled by the organization for 2016 indicates that, during this period, 38,658 people died on US soil due to firearms.
Of these deaths, 22 thousand 938 cases were suicides, while 14 thousand 415 were homicides.

In total, reports the document, some 116,000 people were injured throughout the country because of a gunshot.

The United States is experiencing a humanitarian crisis due to firearms, says Amnesty International
The remaining registered cases were: 495 accidents, 510 legal interventions and in 300 cases the reason was not determined.
This figure shows a daily count of 317 injured people who managed to survive,
"at least enough time to be transferred to the hospital," laments the organization.

All these data, says AI, place the United States at the head of the industrialized countries
with the most deaths due to the use of firearms, both in absolute numbers and in per capita data.
AI blames this situation, to a large extent, on US legislation that, according to critics,
"does not do enough to restrict access to weapons"
nor does it have a unified tracking system to control ownership of them.

100 Bangladeshi Nationals Apprehended near Texas Border in 3 Weeks

https://www.breitbart.com/texas/2018/09/10/100-bangladeshi-nationals-apprehended-near-texas-border-in-3-weeks/

Laredo Sector Border Patrol agents continue to lead the nation in the apprehension of Bangladeshi nationals who illegally cross the border from Mexico into Texas. More than 100 were arrested in the past three weeks — totaling 622 this fiscal year.
On September 7, Laredo Sector agents apprehended a group of five illegal immigrants who crossed the Rio Grande River border with Mexico into the Santa Rita subdivision. The agents interviewed the group and learned that they came to the U.S. from Bangladesh, according to Laredo Sector Border Patrol officials.

The Bangladeshis consisted of two juveniles and three adults, officials stated.

The latest arrests bring the total for Fiscal Year 2018 to 622. A few weeks ago, Breitbart Texas reported on the number of arrests at 520 after agents arrested more than 20 Bangladeshi nationals over a short period of days. Since that time, more than 100 Bangladeshis were arrested in the Laredo Sector alone.

The rate of apprehensions in the Laredo Sector has accelerated over the past few months, officials reported. If the trend continues, there could be more than 700 arrested before the fiscal year ends in September.

The 622 Bangladeshis arrested in the Laredo Sector this fiscal year compares to the previous annual total of 181 (an increase of nearly 244 percent).

Laredo Sector acting Chief Patrol Agent Jason D. Owens previously told Breitbart Texas that the Laredo Sector is targeted because of the lack of a physical border barrier. He said his sector has more than 170 miles of unprotected river border without fencing or walls. He said that the Mexican cartel known as Los Zetas chooses when and where migrants will cross the border
and that the Bangladeshis, mostly young men between the ages of 18 and 35, pay up to $27,000 each to be smuggled into the U.S.

"When we talk about the different groups that are crossing into an area, what we're trying to draw attention to is a more comprehensive look at our threat picture," Owens explained in a previous Breitbart Texas interview. "We need to stay away from just focusing on the family units and Unaccompanied Alien Children that are coming from Central America and Mexico. What the men and women of the U.S. Border Patrol are dealing with on a daily basis is so much more complex than that."

"They are not trying to hide or escape," the chief said about the Bangladeshis. "They walk right up to an agent and claim 'credible fear.'"

Train policemen in use of weapons in Cajeme Sonora

http://www.elregionaldesonora.com.mx/noticia/75433

So that the 800 policemen of Cajeme will have the necessary skills in the use of firearms,
Esteban Bautista Riveros has devoted part of his life to the training.

It was nine years ago, when from Mexico City, from the Colegio Heroico Militar (Military Heroic College), he arrived in Cajeme,
he recalled, and since then he has been in charge of training in the use of weapons and shooting at the Cajeme Police Academy.

For this year, each and every one of the members of the Municipal Public Security Secretariat have passed through its classrooms and through the simulator, he explained, with what is intended to be a step ahead of crime.

"I am of military training, I arrived with that knowledge and I was commissioned to this area.
Life brought me to Ciudad Obregón and here I made my family and I stayed, but I'm from Oaxaca, "he said.

The weapon is a basic tool for the police, and they must master it perfectly, he stressed, that is why the importance of his work within the force.
"There is a plan, the police are always in training, there are comrades who advance, they seek to improve, we develop skills," he said.

Although at the age of 15 he did not imagine becoming an expert and a teacher in arms, little by little he was putting his knowledge to that goal, he said, and for that he trained also in the United States.

Courses and congresses have always been present, because before technology is more than necessary, he said.
His desire to join the ranks of the Military College came through a family member who also followed that career, he explained, and now it has become his passion.

The simulator
Cajeme is one of the municipalities that has found and corroborated the benefits of a shooting simulator, he said, with which not only large quantities of ammunition are saved, but also where precision is learned.

Although in many areas of Mexico these are available, in a few parts they value it, since they attribute certain inaccuracy to it, he explained.
At least in Cajeme, this has been a primordial part of the preparation of the agents, he added, and for years no one has been wounded by a bullet, although there have been splinters, a situation that can not be controlled.

"The only thing we do here is not to use real shots but we use real weapons and movements as part of a technique, we only save ammunition, we develop enough skills and we go to the shooting range to do it with live fire and that is where we check the development of the skills, "he described.

The technique or training manual that is used today in much of Mexico, was created with the support of this professional in 2009, he said, after differentiating the needs of a police and sports shooting, by what they were trained before.

Both the manual of urban and rural technique, has been replicated throughout Mexico, and after being created by him and his colleagues, is an achievement that must be dignified. "There are many differences between criminals and professionals, that is why the technique, the training. Many can say God is great, but others help me that I will help you, "he said.

Capacita a policías en uso de armas en Cajeme

http://www.elregionaldesonora.com.mx/noticia/75433

NACO, Ariz. (AP) – Authorities say a flow of raw sewage from Mexico across the Arizona border into Naco has been slowed, but there's still some pooling on private property in the area.

County officials say there's no immediate threat to the public and work is ongoing to contain and chlorinate the pooled sewage.

They say a pipeline leak occurred early Sunday near the Naco Point of Entry and its cause isn't immediately clear.

Area residents were told to prepare to leave their homes if the flow couldn't be stopped within 24 hours, but the pre-evacuation order was later cancelled.

Crews from the county environmental health department, Arizona Department of Environmental Quality and Naco Fire Department responded to the scene.

The Naco Water Company increased its testing and treatment of the water supply Sunday.

A state hydrologist will talk about metals in wastewater treated at the Nogales International Wastewater Treatment Plant during a public meeting 3-5 p.m. on Thursday, Sept. 13 in Tubac.

The meeting of the Southeast Arizona Citizens Forum, a group meant to promote the exchange of information between the U.S. Section of the International Boundary and Water Commission (USIBWC) and the community, will be held at the Tubac Community Center, 50 Bridge Rd.

Binational wastewater treated at the plant in Rio Rico contains chromium, copper, nickel and zinc at levels exceeding influent objectives for the facility, the USIBWC said in a news release.

"Impacts of exceedances may include biosolids contamination, plant upsets through microbiological disturbance and exceedances of permitted discharge limits," the agency said.

Since the industrial sector in Nogales, Sonora is a big contributor to metal loadings in wastewater, that city's potable water and wastewater utility (OOMAPAS) coordinated with the Arizona Department of Environmental Quality (ADEQ), the EPA Border 2020 Program, wastewater utilities in Pima County and the City of Phoenix, and the USIBWC to examine the issue. During the Sept. 13 meeting in Tubac, ADEQ hydrologist Hans Huth will present the results of the 30-day study that took place in June 2018.

Also at the meeting, representatives of the Sonoran Institute will discuss the health of the Santa Cruz River.

"This presentation will discuss data shared in the Living River reports that track water quality, fish and other indicators of river health before and after the upgrades to the Nogales International Wastewater Treatment Plant," the USIBWC said, adding that the presenters will also discuss how improving quality of life in Nogales, Sonora relates to the health of the river.

CDS Mega Meth Lab Busted on the BC Border
Translated by Yaqui for Borderland Beat from: ZETA

http://www.borderlandbeat.com/2018/09/cds-mega-meth-lab-busted-on-bc-border.html#more

From the Sinaloa Cartel, the mega narco-laboratory in the middle of the forest.
La Rumorosa, a notoriously treacherous stretch of Mex #2 or Mex #20 (Toll portion) which runs just south of and parallel to the US/Mexican Border in the state of Baja California.

By: Ines Garcia Ramos

In one year, the mega laboratory found by the Army in La Rumorosa, could have manufactured up to 73 tons of methamphetamine, which translates into sales of up to $481,000,000 US dollars in the United States. With first-class industrial equipment and thousands of liters of chemical precursors, it is one of the Sinaloa Cartel's main investments to dominate the synthetic drugs market in the United States, whose demand continues to rise.

The largest methamphetamine laboratory that has been located in Baja California belonged to the Sinaloa Cartel. It was not within the urban sprawl, but in the middle of trees and pines, in the ejido José María Pino Suarez, near the towns of La Rumorosa and El Hongo in Tecate.

According to calculations of the Ministry of National Defense (Sedena), this laboratory installed in the open, could produce up to 73 tons of methamphetamine during the year it operated. This represents six tons per month.
In financial terms, these 73 tons of crystal meth , also known as ice or glass, could be sold in the US, United States for up to $ 481,000,000 US dollars, considering the cost of $3,000 dollars per pound that reaches the best quality of methamphetamine on the black market in California.

Security Corporations identify the area where the laboratory was located, as part of the territory that in Tecate controls the Sinaloa Cartel and which is mainly concentrated in La Rumorosa and extends through Ensenada to Ojos Negros and Vizcaíno.

The control of the Sinaloa Cartel includes both the transfer of drugs to the United States and the production of drugs.

The official report of the Army indicates that military elements, specifically the unit belonging to the 67th Infantry Battalion of San Quintín from the operative "El Pinalito", found the laboratory when carrying out ground operations in the area. Certainly, weeks ago, walkers from the wooded area of Baja California, would have alerted the Army of the presence of strange men in the area around where they would find the clandestine laboratory.

Initially, the military operation focused on reconnaissance from air units, but the forested area hid the facilities, so they chose to travel the area on foot. ( This area is very rough arid desert scrub "forest").

That is how they found the laboratory with the capacity to produce up to 200 kilograms (440 lbs.) a day of the synthetic drug known as crystal and with more than 6,000 liters in chemical precursors and several kilograms of other chemical substances.

Some of the military elements that participated in the initial operation, narrate that the gases generated by the combination of caustic chemicals caused, not only caused a strong smell in the surroundings, but even came to cause irritation in the skin and eyes, without being in contact with them.

On the other hand, a few kilometers from the border with the United States, precisely at the height of Jacume, California , # 9 just north of the US/Mx Border is one of the main areas for the trafficking of people and narcotics between Baja California and California, the location of the laboratory was strategic for the transfer to that area. country. Actually, there are two Jacume communities, one on either side of the border in a relatively rural area with clandestine border crossings.

Colonel José Manuel Nolasco Fonseca, commander of the 67th Infantry Battalion, explained that the installation of a laboratory so close to the United States represents not only a saving in the costs and times of transfer of the drug for the criminal organization, but also decreases the risk that the drugs are seized.

Equipment with a value of more than three million pesos:

From kilometer 83 of the free federal highway Tijuana-Mexicali, at the entrance to the "Bosque del Cóndor", the military units advanced 15 kilometers on the main road that leads to ranches and tourist attractions, ie campgrounds etc.

About 100 meters from this dirt road, the laboratory was installed divided into three sections, covered by tarps like a roof, but without walls, only trees and shrubs hid the place.

In the first area were ten metal boilers, each with a capacity of 500 liters, ( about132 gallons ) where the manufacturing process began.

The chemical substances, such as sodium carbonate (25 sacks were found in the place) and sodium hydroxide (six sacks were found in the place), once evaporated, they traveled through tubes and mixed with a liquid substance contained in a plastic swimming pool.

The liquid substance traveled in turn, through hoses up to two metal containers of industrial size with pressure measurement and two vertical tubes with upward direction that emitted gases.

Other chemicals used in this first stage of development is acetone, a substance that was found in a full 200-liter drum, ( 53 gallons ) as well as ethyl alcohol distributed in four metal drums of 200 liters each.

The areas were connected in turn by plastic hoses, transparent or black, which led the substances to other devices in the second stage that contained several tubs with other substances that were mixed to shape the final product.

Tubs of partially processed crystal meth during part of the chemical procedure

In the third part there were 15 tubs, each with a capacity of 500 liters. All contained a reddish paste with green flashes that was the crystal in its penultimate stage, before drying, which would allow it to finish solidifying.

In the open air, each tub would take one night to dry, but in addition to this, two industrial centrifuges were found in the laboratory that accelerated the process to a few minutes, since the high-speed rotation of the devices mechanically separated the humidity of the product until it is ready.

For this, the machines required electrical energy that was supplied to them from generators.

In addition to this drug about to end, the military located ten tubs, each of 400 kilograms (880 lbs.) with crystal meth already manufactured and only waiting to be moved.

Part of the additional material were four metallic filters with a capacity of 80 liters, ( 21 gal. ) six metal condensers with hoses of two meters each, 28 metal drums of 200 liters each with remover and two metallic gallons with the legend "tail", as well as multiple gas tank.

Only the drug already finished was seized in the operation, the losses are estimated between 301 and 475 million pesos, depending on the current value of the drug in California. However, its cost in the black market increases as it rises north of the of the US Border.

While the industrial equipment, without considering the chemical precursors, has a value of more than 3,000,600 thousand pesos.

The Investigation:

Not everyone can acquire the material and real estate necessary to manufacture this synthetic drug.

The purchase of chemical precursors such as sodium hydroxide requires a registration that is taken by the Federal Commission for the Protection against Sanitary Risks (Cofepris). They are only allowed to companies registered in the Tax Administration Service (SAT) and that have a previously authorized corporate name. The same goes for industrial equipment.

Therefore, in the investigations conducted by the Attorney General of the Republic (PGR), should review the Cofepris registry to identify which was the corporate name that acquired the located material.

This was explained by Colonel Nolasco Fonseca, who indicated that it will be up to the Federal Public Ministry to follow the investigation required to find out which was the company that collaborated with the narco in the acquisition of this equipment.

While regarding the owners of the land used for the planting and manufacture of synthetic drugs, the area belongs to ejido lands, so in its investigation, the PGR must also cite the ejidatarios to determine responsibilities.

Three tons of marijuana sown nearby in two plantations:

In any military operation of this type, the elements must check the surroundings to verify that there is no danger in the perimeter. It was thus, less than 300 meters from where the laboratory was located, hidden between the mostly wooded area, were located two marijuana plantations.

The first with an extension of 7,500 square meters ( about 2 acres ) with plants up to 1.70 meters (67 in.) high and the second with an area of 12,000 square meters ( about 3 acres ) and a height of 1.20 meters.

Between trees and branches, the laboratory:

In total, there were about 90,000 plants with less than 20 days to be ready to harvest. This translates to almost three tons of marijuana worth almost 10 million pesos in the United States.

Army calculations indicate that this area of drug production began two years ago when planting the plantations and from there the laboratory area was added.

The first plantation was delimited by a fence of barbed wire and counted on a pile of water constructed with stones and with a canvas on top to not be detected from the heights.

From the well, placed in an area with more height than the plantations, there were thick hoses, each with a perforated plastic bottle with several holes, which moved the water to the plants. (Gravity flow irrigation system).

Since the plants were almost ready to be defoliated and cut, some of these hoses had been disabled by the crop managers themselves. After only the female plants are chosen, precisely from where the hemp or fruit comes out, better known as colas / ie the flowering part of the plant, giant buds before they are trimmed down), these pieces are accumulated and transferred to other facilities where, with the help of a mechanical compressor, they are compressed and given a rectangular shape to wrap them in cinnamon packaging and transport the marijuana in blocks or packages.

The Army also detected that the seeds of the plants could have been genetically manipulated, since in a period of three months they reached the maturity that in another type of cannabis reaches up to six months. ( Frequently called clones or light deprived to advance maturity , ie forced to flower, in a short period of time

The 90,000 plants were uprooted and on a bed of sticks, incinerated in its entirety, in a military operation.

Camps and Outlooks tasks:

Although, in the laboratory area there was a space dedicated to the food kitchen and with tents, it was in the second plantation where the main camp was located with a kitchen that included an improvised fire pit of a metal tub and a table placed between branches of trees.

Military elements calculate that each week, the ten people who lived there and were responsible for both the manufacture of the drug and the maintenance of the plantations, received food for cooking, as well as water and beer.

This, due to the freshness of some items such as eggs and tortillas. In the same way, they even had a press to make tortillas.

Unlike other plantations, in this camp, the garbage was contained in black bags that were surely carried by the same people who left their food, to avoid being detected by people who moved in the area.

NOTE: By now most of you have read my complaints about garbage infested poisonous grow scenes.

As a form of communication, they used frequency radios, of which only the chargers were left in some of the tables.

After this better equipped kitchen, when climbing a slope of about 200 meters there was one more camp. Six mattresses placed on the floor and surrounded by tarps to simulate a tent made up the rest area of the lookouts ( Halcones).

The division of tasks was so precise that a person remained on duty outside the camp and with a direct view of the road and the main roads. This was deduced by the military when they found a pillow and a blanket under a tree in this area.

Professionals, who managed the team:

At the same point there were personal hygiene items, such as toothpaste and toothbrush. Similarly, there were marks left with cans and other objects at various points in the highest area to monitor the surroundings.

Partly thanks to the logistics that the personnel maintained, the military suspect, is that they could operate for so long without being discovered. Due to the proximity of the "Lookout Camp" the cookers could flee when they saw the entry of military units, since no arrests were reported.

How is a laboratory of this type dismantled?

After the PGR carries out the insurance of the chemical precursors and the drug, as well as the sampling for its investigation, the federal agency contracts the services of a company specialized in toxic waste management.

This company, which receives security from the Mexican Army during the withdrawal of substances and equipment, is in charge of both the transfer and storage or, where appropriate, the disposal of the residues of the drug laboratory.

For this, for example, it uses trucks with platforms to be able to take the industrial-size equipment.

Rio Rican sentenced for ammo smuggling
Nogales International Sep 4, 2018

https://www.nogalesinternational.com/news/rio-rican-sentenced-for-ammo-smuggling/article_cd79e794-ad68-11e8-a5b2-2be2a29b6c07.html

A Rio Rico man was sentenced to nearly seven years in federal prison for his role in a scheme to smuggle ammunition from the United States into Mexico.

Fernando Romero-Salgado, 38, was sentenced to 82 months in prison by U.S. Judge Raner C. Collins on Aug. 29
after a jury found him guilty of two offenses: smuggling goods and possession of ammunition by a convicted felon.

Romero and co-defendant Alberto De La Cruz-Cano purchased 12,000 rounds of ammunition
– 10,000 Wolf 7.62x39mm bullets and 2,000 Augila .38 Super Auto ammo –
from a dealer in Phoenix in December 2016, according to a pre-sentence memo filed by Assistant U.S. Attorney Elizabeth Strange.

The pair intended to illegally export the ammunition to Mexico, and loaded it into Romero's vehicle, according to the memo.
Romero then drove to Rio Rico, where law enforcement found him with the ammunition at his home.
Romero reportedly admitted that he and De La Cruz had smuggled ammunition into Mexico on several prior occasions.

Romero had previously been convicted of four felony offenses and was therefore prohibited from possessing ammunition by federal law.

Strange asked the judge to sentence Romero to 115 months in prison, citing his felony and misdemeanor convictions, parole violations
and failure to pay child support and attend substance abuse treatment.

"His lifestyle of crime indicates that the only way to protect the community from future offenses by the deferent is a lengthy term of incarceration,"
Strange wrote in her memo.

Defense lawyer Mark Willimann argued in his own memo that Romero was "merely a paid mule."

De La Cruz-Cano was the boss, he wrote. "He had the money. He had the connection. He needed help. And Romero was desperate for money."

Willimann said Romero was only paid $100 plus about $40 in gas money for driving the ammo from Phoenix to Rio Rico,
which he did not know was illegal for him to do. He said Romero reported De La Cruz to police and
De La Cruz was then caught with 8,500 rounds near the U.S.-Mexico border.

Willimann, who repeatedly suggested it was unfair that De La Cruz received a lesser sentence of 41 months after pleading guilty to his smuggling offenses,
asked the judge to sentence Romero to 57-71 months.

TUCSON, Ariz. – The Pima County Board of Supervisors has voted to withdraw from a controversial $1.4 million border security grant.
S
Known as Operation Stonegarden, the grant covers overtime, mileage and equipment costs for the county sheriff's department
and is an effort to encourage collaboration between local and federal law enforcement agencies.

Tucson-area activists argue that the grant forces local law enforcement to enforce federal immigration laws.

Pima County Sheriff Mark Napier told the Arizona Daily Star that he was disappointed by the decision.
He also said he will have to re-evaluate whether his base budget can afford to keep remote offices in Three Points and Ajo open.

Operation Stonegarden-related activities are expected to end within the next 30 days

Newly filed legal documents says eight Pima County Sheriff's Deputies were denied nearly $100,000 in pay.

Attorney Stephen Portell filed the notice of claim in Pima County.
He says that under a new payroll system the deputies were denied overtime and on-call pay.

Portell also says, that when deputies spoke up about the pay issues, they were punished by a supervisor.
"We can't have a department run by fear and punishment and this very strange para-military chain of command, it does not work
. "There's a poison culture in our Sheriff's Department," said Portell.

The claim accuses the sheriff's department of violating Arizona overtime, minimum wage, and whistleblower protection laws.

Portell says he has tried to work with the county to address the pay issues but so far nothing has happened.
"The reality is there is no desire on the county's part to address these fundamental poison culture issues," said Portell.

News 4 Tucson reached out to the Pima County Sheriff's department about the claim. They have not yet responded.

It's not unusual for government organizations to decline to comment on possible legal action.
The county has 60 days to respond to the claim before a lawsuit can be filed.

Argentina raises interest rates to 60% as peso plummets
The country's central bank said the rate hike was in response to currency woes and the risk of greater impacts on local inflation.

The Argentinian peso has lost 45% of its value against the dollar since the beginning of the year

By Wale Azeez, business reporter

Argentina has raised its interest rate to 60%, the world's highest, in a bid to prop up the country's floundering currency.

The South American nation's central bank said the rate hike from 45% was in response to ongoing currency woes
and a move to counter the risk of greater impact on local inflation.

The increase came less than a day after the country appealed to the International Monetary Fund
for early release of a $50bn (£38.4bn) bailout loan previously agreed with the global bank.

IMF chief Christine Lagarde said on Wednesday she had agreed to Argentinian President Mauricio Macri's request
to speed up payments of a $50bn loan in a bid to shore up Argentina's battered economy.
In return for IMF support, the government has committed to reducing its budget deficit to 2.7% this year, from 3.9% in 2017, and to 1.3% of GDP next year.

But the bank's backing has so far failed to bolster the currency, which has lost more than 45% of its value against the dollar since the beginning of the year.

The Argentinian peso promptly dropped more than 7% against the dollar after the request was announced,
its biggest one-day decline since the currency was allowed to float three years ago.
It went on to fall another 5% in early trading on Thursday.

Analysts and investors said it was the latest in a series of communication blunders to have worsened the market downturn and damage the administration's credibility.

Earlier, Mr Macri's cabinet chief, Marcos Pena, was forced to deny the government was facing an economic disaster.
"We are not facing economic failure. This is a transformation, not failure. In that transformation there are difficult moments," he said.

Speaking at the opening of the Council of the Americas business chamber in Buenos Aires, Mr Pena put the market volatility down to Argentina's recent history.

"We are the country that has the most times violated its international contracts in the world,
which has lied and cheated the rest of the time, and has shown again and again
- until now - that it is not willing to seek fiscal balance and depend on its own resources," he said.

He insisted the path taken by Mr Macri since he took office in December 2015 was one "of fiscal balance, development and growth."

Mr Pena said the current exchange turbulence was attributable to "structural
vulnerabilities" following a massive drought that affected agricultural production, the main generator of foreign currency,
and a "change in the financial and commercial context in the world,
notably due to tensions between the United States and China."

He added: "There are no magic solutions, you have to go for the truth."

CD. FROM MEXICO

Starts September 16 in Tepic and ends on November 28 in Mazatlan

The gratefulness tour that Andrés Manuel López Obrador promised in the campaign, will begin on September 16 and will conclude on November 28 of this year. It will consist in meeting once more with the citizens in the public squares.

"We will go through all the regions of the country again, we will start in Tepic, Nayarit on the 16th and that same day in the evening we will be in Mazatlan, Sinaloa," said the president-elect.

On the subject of security, he ratified that the strategy will be presented before his inauguration and that during his administration work will be done on the use of force by the security forces.

He also stressed that there will be no Morena bulldozer in the cameras and that, even those of the PRI and the PAN, will support their proposals.

The same will happen with the Judiciary because, he said, "there will be no homing pigeons or hawks" to recommend someone or pressure judges or magistrates to issue a ruling in favor of the executive branch.

Prioritize 12 proposals to reform the country

Approve the 12 points outlined by President-elect Andrés Manuel López Obrador to achieve the transformation of the country, will be the obsession of the parliamentary groups of Morena in the Chamber of Deputies and the Senate of the Republic, as stated by the president of the board in San Lázaro, Porfirio Muñoz Ledo.

"Our obsession is the legislative agenda, we are committed to the fourth transformation of Mexico and that implies the reform of a very important number of fundamental laws for the country does not even exclude constitutional reforms. The task is immense because of the commitment to society, "said the president of the Chamber of Deputies.
