Nogales, Son

More than 60 families of Central American migrants were taken last Wednesday to a church in Mesa, Arizona,
where they spent the night and then continue their way to different states of the American Union.

The journalist Oscar Gómez, reported in collaboration that the group is mostly made up of women, men and children,
who waited for their turn to enter the country in Nogales, Sonora, and four days ago they managed to be assisted.

He added that Immigration and Customs Enforcement (ICE) reported that he released one hundred migrants at a station in southern Arizona this week,
because they no longer had space for them.

He said that there is also a lack of spaces in churches, since many do not house women or men.

In the church in Mesa, ICE officials were present to confirm the attention to the 60 families
and as it would be a repetitive dynamic in the near future,
since with dozens of families that are crossing daily.

"They came from Guatemala, Honduras and Venezuela, are the families who arrived in Mesa, Arizona
and were waiting fifteen days in Nogales to cross and ask for asylum,
four days ago they succeeded and today they are in Mesa"

The journalist added that Customs and Border Protection (CBP, for its acronym in English) reported this Thursday morning the temporary closure of the POE of San Luis, Arizona, due to exercises of the Border Patrol and militiary on tactics of containment of migrants

3 dead, 8 injured after pickup chased by Border Patrol crashes

SAN DIEGO -- Three people were killed and eight people were injured in a rollover crash on Interstate 8 in rural East County Thursday.

Around 4:30 p.m., U.S. Border Patrol agents tried to conduct an enforcement stop on a driver of a white Chevrolet Silverado near the U.S.-Mexico border,
according to California Highway Patrol. The driver did not yield and led agents on a high-speed chase on westbound I-8.
After running over a spike strip east of Crestwood Road in Boulevard, the driver lost control of the pickup, which rolled down an embankment and crashed on its side.

A witness told authorities the vehicle was driving as fast as 100 mph before flipping over in the crash, a CHP incident log showed.

All 11 adults inside the pickup were ejected, according to CHP.
Three people were pronounced dead at the scene and the other eight were taken to hospitals throughout San Diego.

Victims were being rushed to the hospital by ambulances because weather conditions prevented paramedics from using helicopters,
according to a tweet by Cal Fire San Diego.

Three of the patients' injuries were considered major.

The driver was taken into custody with Border Patrol and was being treated for his injuries at a hospital, CHP said.

Alcohol or drugs were not suspected to be a factor in the crash.

Both lanes of westbound I-8 were blocked in the area for several hours.

Valley church network has helped over 4,000 migrants released by ICE

PHOENIX — More than 4,000 Central American migrants seeking asylum have been released by Immigration and Customs Enforcement to a network
of at least 11 churches across the Valley since mid-October.

The churches are located in Mesa, Chandler, Gilbert and Phoenix.

Magdalena Schwartz, a pastor in Mesa who has been coordinating the drop-offs, said she was first contacted by ICE on Oct. 12
about finding a church that could house 11 migrants.

A day after the first group arrived, she agreed to help with another 40 migrants.

"From that day, we have been receiving groups of one hundred and one hundred fifty people," she said.
"In total, we already helped more than 4,000 people."

Schwartz said ICE takes the asylum seekers – which mainly include parents with children – to the churches in buses,
and they typically stay there for several days.
They are released with ankle monitoring bracelets and paperwork letting them know the next steps they need to take in the asylum process.

"We feed them. We cloth them, and we start calling their relatives so they can buy them plane or bus tickets,"
Schwartz said, adding that none of the migrants were part of the caravan of Central Americans that have been arriving at the U.S. border with Mexico.

An ICE representative told KTAR News 92.3 FM at least four dozen migrants were dropped off at a Phoenix Greyhound bus station this week
after nonprofit groups were not able to receive them in a timely manner.

The agency did not say how many migrants have been released to Valley churches
but did say ICE will continue working with non-governmental organizations that can take in migrants.

Schwartz said parents have told her they are fleeing Central America to try to keep their children
from being recruited or kidnapped by gang members.

She said they will keep taking in migrants but added it's becoming "overwhelming and we need more help."
She said their efforts have been funded by donations, and they have not received any government assistance.

"We need more generous people to help us," she said. "They can donate money, they can donate food.
They can donate a lot of things, like backpacks."

The churches helping migrants include Nueva Esperanza in Mesa and Monte Vista Baptist Church in Phoenix.
You can contact the churches if you'd like to help or make a donation.

Border Patrol Agents Assaulted by Illegal Aliens
Release Date: November 29, 2018

https://www.cbp.gov/newsroom/local-media-release/border-patrol-agents-assaulted-illegal-aliens

TUCSON, Ariz. – Tucson Sector Border Patrol agents were assaulted during two separate incidents west of Tucson Tuesday.

The first assault occurred when agents disrupted a human smuggling attempt south of Three Points.
While attempting to arrest four male suspects, one of the men became combative.

The 25 year-old Guatemalan national resisted arrest by throwing dirt at an agent's face, and by swinging his belt and affixed buckle,
attempting to strike the agent.
After a struggle, the man was handcuffed by assisting agents and placed in a service vehicle,
where he again assaulted another agent by spitting in his face.

Two illegal aliens from Mexico and Guatemala, along with an Arizona man,
previously arrested by Border Patrol for smuggling, were arrested during this incident.

Later that evening, west of Three Points, another Border Patrol Agent was assaulted as he attempted to arrest an illegal alien.
The agent, accompanied by a canine partner, tracked the man to a desolate desert area,
where a 36-year-old Guatemalan national became combative, striking the agent several times.
The agent eventually made the arrest by subduing and handcuffing the man.

Both combative men will face criminal charges for assaulting a federal agent.
The illegal alien responsible for the second assault, was previously removed from the country in May for immigration violations.

One agent was taken to a local hospital for evaluation, and was released.

U.S. Customs and Border Protection welcomes assistance from the community.
Individuals can report suspicious activity to the Border Patrol by calling 1-877-872-7435 toll free.
All calls will be answered and remain anonymous.

Pastors: Phoenix-area churches receiving migrant families awaiting asylum daily

As dozens of asylum seekers arrived at a Mesa church, it could be years before they find out if they are granted asylum.

MESA, AZ (3TV/CBS 5) - Churches across the Valley say they're taking in migrant families on a daily basis.
Two unmarked buses pulled up to New Hope Church near Southern Avenue and Mesa Driver in Mesa on Tuesday night to drop off about 100 individuals.

Pastor Magdalena Schwartz said they were families, adults with children. She said most of them were from Central America and seeking asylum.
Schwartz is part of a network of faith groups that say they are taking in 100 to 150 migrants daily.

Asylum cases can drag on because of the federal government's lack of resources.
(Source: 3TV/CBS 5)

"Because the children, they are innocent, they're hungry, they're cold, they're scared," said Schwartz.
"We still can be lovely people. We still can have mercy. We still can open our arms and say to anybody, 'You are welcome.'"

[RELATED: Phoenix area churches say they've helped 600 migrant families in last 2.5 weeks]

Because of a backlog in asylum applications, immigration attorney Ruben Reyes says the families will likely wait years before a judge determines whether to grant them asylum.

Reyes is the elected director for the board of American Immigration Lawyers Association.
He says asylum cases can drag on because of the federal government's lack of resources.

[RELATED: Homeland Security buses nearly 100 asylum seekers to Phoenix church]

"There are limited immigration judges. There is limited time," says Reyes.
"If you can't run through all your evidence in two hours, you're going to have to continue the matter."

Pastor Magdalena Schwartz said they were families, adults with children.
(Source: 3TV/CBS 5)

Reyes says migrants can offer a number of justifications for asylum.

"Economic refugees generally do not qualify," says Reyes. "However, if you delve a little deeper into why they're here, the persecution by gangs, the lawlessness,
the country's inability to police its own borders and within its own borders,
can actually rise to the level of asylum."

[RELATED: ICE ending practice of coordinating plans for asylum-seeking families in Arizona]

Reyes says even domestic violence can constitute asylum if someone's home country does not have protections for women.
There have been failed attempts, Reyes says, to restrict what situations warrant asylum.

Two unmarked buses pulled up to New Hope Church near Southern Avenue and Mesa Drive in Mesa
on Tuesday night to drop off about 100 individuals.

Asylum is supposed to begin at a port of entry.
While there is a process for applying for asylum from someone's home country, Reyes says, for some, it's not safe.

"Not everybody has the benefit or the freedom to do so in the sense that they are in immediate danger," says Reyes.

Thirty migrants from the LGTB community leave Nogales

Nogales, Son

A group of 30 Central and South American migrants belonging to the LGTB community who arrived the week before in Nogales,
departed for the Agua Prieta, Sonora border since last weekend.

The coordinator of the Municipal Civil Protection Unit, César Gómez Madrid, said that only 17 applicants to apply for political asylum in the United States
stayed in the shelter of the Integral Family Development System (DIF).

He confirmed that between Friday and Saturday there were 30 of them in "combis" who rented with their own resources
and indicated that until this Tuesday morning, there were 17 people left although he did not know if they would stay longer on this border.

The municipal official added that the reason they decided to migrate
was because they did not want to wait so long to present their request for humanitarian asylum in the United States,
because here they have to wait for the turn in the list and thought they would arrive and cross as with nothing.

"We do not know that the 17 who stayed here are waiting for more migrants to arrive, if that is why they stayed," added Gómez Madrid.

Closing of the border crossing cost 130 million ($6,347,650 USD)

What we can not calculate is how much it hits the image of the city, said Mario Escobedo Carignan

Tijuana.- After the confrontation between migrants and agents of the CBP (Customs and Border Protection Agency), the authorities of the United States were forced to close the San Ysidro port in both directions, which impacted the commerce sector of the city in a negative way with the loss of 134 million pesos in a single day.

LOCAL

President of CANACINTRA met with the head of SEDETI

This fact has worried the merchants, and Mario Escobedo Carignan, president of the National Chamber of Commerce (Canaco) spoke about it. "The part that worries us is the excesses, like the one that occurred on Sunday, which has a direct impact on the economy of the city, cost the city 134 million pesos, five million pesos in the delay to leave from Tijuana and to enter Tijuana, and 129 million pesos in commerce, services and tourism, what we can not calculate is how much the city's image is affected, how many people will not come today, believing that maybe, and they will close the line again or they will not come the weekend that comes in believing that they are going to close the line again, "he stressed.

He added that the chamber he presides over is in favor of respect for human rights and the dignified treatment of migrants; What they are not in favor of is that they carry out disturbances that generate insecurity and, therefore, economic losses that end up affecting not only business owners, but also the workers of the Tijuana families.

"The tips of the waiters, the commissions of the vendors, all this is affected, those 129 million pesos are paid by thousands of Tijuanenses, not twenty entrepreneurs or thirty shopping centers, thousands of families from Baja California had no income yesterday, product of the misconduct that was generated on the border, "he concluded.

Finally, he asked the authorities of the different government orders to implement preventive actions so that the events of last Sunday are not repeated, since it generates a negative impact on the city in many ways.

PHOENIX — If President Donald Trump permanently closes the U.S.-Mexico border like he has threatened, it would do major damage to Arizona's economy, according to a trade official.

"Trade with Mexico has an enormous effect on Arizona's economy," Glenn Hamer, president with the Arizona Chamber of Commerce and Industry, told KTAR News 92.3 FM.
"It would be catastrophic to the Arizona economy if the border was shut down."

Trump, in a tweet on Monday, threatened to "close the Border permanently" if Mexico does not send a caravan of Central American migrants "back to their countries."

But Hamer said he does not believe that will happen, pointing to Arizona's $15.5 billion trading relationship with Mexico each year.
"Mexico far and away is Arizona's largest trading partner," he added. "We export more goods to Mexico than the next four countries combined."

Thousands of migrants arrived to Tijuana in recent days in an attempt to apply for asylum in the United States. But a chaotic clash at the border that involved choking tear gas fired by U.S. agents left them sullen and dejected, and pushed them to urgently explore other options.

The waiting list for asylum applications already had some 3,000 people on it before the caravan arrived in Tijuana. With U.S. officials processing fewer than 100 claims a day, the wait time for the recent arrivals stands to take months.

Despite the border security challenges posed by the migrant caravan, Hamer said the U.S. and Mexican governments are "aligned in wanting to address the migrant problem.

"We need a secure border and a lawful process by which immigrants and refugees can come to the country," he added.
"I expect the incoming (Mexican President-elect Andrés Manuel López Obrador's) administration and the Trump administration to work closely and constructively together to work on the migrant issue while we keep trade humming."

MEXICALI, Baja California (GH)
Since the Migrant Caravan arrived in Baja California, they have arranged more than 200 migrants before the authorities to carry out their deportation,
revealed the local delegate of the National Institute of Migration (Inami), Luis Humberto Torres.

"Since the caravan arrived there are already more than 200 people that we have made available, right now we have 17 in the Mexicali migratory station,
in order to offer assisted return," said the local delegate.

Luis Humberto Torres said that of the 40 people who were detained by the Municipal Police, 24 are irregular foreigners
and on instructions from the Interior Minister, Inami will proceed with his deportation.

ASSISTED RETURN

"We are going to start offering the assisted return to all this caravan population in the shelters, we are going to implement operations by the Beta group,"
said the federal official.

He noted that they increased the flow of buses to take them to the migration station in Mexico City sooner
and then start the process that will take them to their country of origin.

Some migrants have volunteered to be deported. Only yesterday four migrants came to get their trip back to their country,
one from Guatemala and three from Honduras.

REINFORCES BORDER

The Government reinforced the Mexicali-Calexico border with a greater number of agents to avoid a repeat of a confrontation like that of Tijuana,
in which there was a massive attempt to cross into the United States for part of the Migrant Caravan.

"We have a deployment of 44 agents who came from different delegations to avoid this type of illegal situations,
the event that happened in Tijuana was unfortunate and ended in 40 detainees," he said.

THE LAW SAYS IT

• Assisted return: This is the procedure by which the National Migration Institute makes a foreigner leave the national territory,
sending it back to their country of origin or habitual residence.

• Deportation: It is the measure issued by the National Institute of Migration through which the departure of a foreigner from the national territory is ordered
and the period during which he can not re-enter it is determined, when he incurs in the cases provided for in article 144 of this Law.

Migrants arrive in Agua Prieta
A group of migrants from Central America arrived in Agua Prieta, Sonora last week, according to a local shelter volunteer.

Centro de Atencion al Migrante Exodus volunteer Perla Deangel says the 28 migrants arrived on Friday and Saturday on a commercial bus.
She says they are 20 to 35-year-old transgender women seeking asylum from Honduras, Guatemala and El Salvador.

Four people have been granted asylum so far from the Douglas, Ariz. Port of Entry.

Deangel says it's dangerous for the migrants in their home countries and to stay in Mexico so they intend to gain entry to the United States.

I proposed Guard because I trust the military: AMLO

Reunited with thousands of soldiers and their families in Military Camp 1, the Tabasco politician once again offered to end corruption and impunity in the country.

"Nothing has harmed Mexico more than the corruption of its authorities," he told the secretaries Salvador Cienfuegos, of the Defense, and Vidal Soberón, of the Navy, who welcomed him.

López Obrador asked to specify the National Guard to attack insecurity in a united way, since currently each authority works separately, so they must be united.

"We are proposing changes in the Constitution so that the National Guard is formed so that there are no more simulations."
"I propose it," he said, "because I have confidence in the Army and the Navy, because the Army is the uniformed people," he said.

WITHOUT A COUP

The President-elect recalled that since this Army was formed, it has never taken a coup d'état.

"They has always been respectful of civil authority, our Army is different from other countries in the world, our Army is disciplined, respecting civil authority," he said.

López Obrador said he went to give this message to ask for his support to the Armed Forces, since he does not come to impose anything. "I am sure that I am going to count on your support because your relatives and yourselves know that we have the problem of insecurity and violence," he said.

After enunciating the scholarship and pensions programs and the large infrastructure projects that he will implement in his Government, López Obrador insisted that these actions will achieve peace and tranquility in the country.

He also said he was happy and happy to be with the military.
"We are going to walk together so there is peace, if Congress approves the National Guard we ask that they support us in public security," he insisted.

The Tabasco concluded his message by shouting "Long live Mexico!" three times and "Long Live the Armed Forces!", which was followed by applause from the military and command assembled.

Secretary of the Navy calls the president-elect to use the Armed Forces

MEXICO CITY.- Before the President-elect, the Secretary of the Navy, Admiral Vidal Francisco Soberón, affirmed that the Armed Forces are a great tool for the Country, so he called on the future President of the Executive to use them.

"We are a great tool, use us, we will never disappoint you," said the head of the Mexican Navy in an unprecedented meeting between Andrés Manuel López Obrador and the Armed Forces in the Military Camp Number 1 of the National Defense Secretariat (Sedena).

There Admiral Soberón endorsed that the Armed Forces have always been on the side of the President who has been elected by the Mexicans. "President-elect, the Armed Forces, the Army, the Navy and the Air Force are with you, we have always been on the side of the president who has been elected by the Mexicans."

He reiterated that the military institutions are and will be an excellent tool for the new Government to achieve its objectives.
"We have the same objective: Mexico, that is what unites us and will always unite us," he said at the end of the meeting of the President-elect with more than 32,000 military elements.

Arrest 39 migrants in Tijuana for attempting illegal crossing into the US and disturbing the peace

By: AP | 11/26/2018 9:56 AM

https://www.lacronica.com/Nacional/2018/11/26/1390392-Arrestan-a-39-migrantes-en-Tijuana-por-intentar-cruce-ilegal-a-EU-y-perturbar-la- peace.html

The Mexican government pledged on Sunday to strengthen security near its border with the United States and local authorities reported the arrest of 39 migrants. A peaceful march unleashed chaos after US agents threw tear gas at Mexico to stop migrants who tried to cross the border.

The Ministry of the Interior of Mexico reported Sunday that it will immediately deport those who tried to "violently" enter the United States from Tijuana. Meanwhile, the Tijuana municipal government said more than three dozen migrants were arrested for disturbing the peace and other charges stemming from the march and subsequent events.

The vast majority of the more than 5,000 Central American migrants who camped for more than a week at a sports complex in Tijuana returned to the makeshift shelter to train to receive food and recover from a disturbing afternoon.

Lurbin Sarmiento, 26, from Copán, Honduras, walked to the sports complex with her 4-year-old daughter, both disturbed, for what had just happened between the Tijuana River and the border with the United States.

She was at the bottom of the river - a concrete drain with barely a trickle of water - near the border with her daughter at the moment when US agents fired tear gas.

"We ran but the gas always reached us and my girl was drowning," Sarmiento said. He pointed out that he would never have come so close to his daughter if he had known that there would be gas.

The gas reached hundreds of migrants protesting near the border, when some of them tried to cross the fence and the wire that divides both nations. The US authorities closed for several hours the border crossing of San Ysidro, the busiest in the country.

The situation deteriorated after the group began a peaceful protest to ask the United States to speed up the process of asylum applications for Central American migrants stationed in Tijuana.

Mexican police had prevented them from going through a bridge that leads to the port of entry into Mexico, but the migrants pushed the agents and crossed the Tijuana River under the bridge. Although on the other bank there were more riot police, the Central Americans walked down the river to an area where only a levee of dirt and barbed wire separated them from US Border Patrol agents.

Then some thought that there was an opportunity to cross.

A reporter for The Associated Press saw US agents shoot several tear gas cartridges after some migrants tried to penetrate the border through several points. The Mexican television station Milenio showed images of people climbing fences and tearing sheets of metal to enter US soil

The 23-year-old Honduran Ana Zúñiga said she saw the migrants open a small gap between the sharp wire on the Mexican side of a dam, before which the agents threw the cartridges.

The children screamed and coughed in the chaos that was unleashed by the gas, which was swept by the wind towards people who were hundreds of meters away.

"We ran, but when you run faster, the smoke suffocates you," he told the AP while holding his 3-year-old daughter Valery.

A few meters away on the US side, buyers entered and left a shopping center, which finally closed its doors.

Throughout the day, US Border Patrol helicopters overflew the area, while agents watched behind the fence in California. Pedestrian crossings at the San Ysidro port were closed in both the east and west facilities, the Border Patrol office in San Diego said via Twitter. All north-south traffic and vice versa stopped flowing. Every day, more than 100 thousand people enter the United States from that point.

Kirstjen Nielsen, US Secretary of Homeland Security (DHS), said in a statement that US authorities will continue to maintain a "robust" presence on the southwestern border and will prosecute anyone who damages federal property or violates US sovereignty.

"DHS will not tolerate this type of disorder and will not hesitate to close the ports of entry for reasons of public safety," he said.

More than 5,000 migrants have been camping inside and around a sports complex in Tijuana after touring Mexico in recent weeks as part of a caravan. Many are hoping to apply for asylum in the United States, but agents in San Ysidro are processing less than 100 requests a day.

Ireneo Mújica, who has accompanied the migrants for weeks as part of the activist group Pueblo Sin Fronteras,
( people without borders ) said the goal of Sunday's march to the US border was to make the plight of migrants more visible to governments. from Mexico and the United States.

"We can not have all the people there," Mujica told the AP.

Juan Manuel Gastélum, mayor of Tijuana, declared on Friday a humanitarian crisis in this border city of 1.6 million inhabitants, which he says is struggling to provide accommodation for the large number of migrants.

US President Donald Trump expressed his dissatisfaction with caravans in Mexico on Twitter on Sunday.

"It would be very smart if Mexico stopped the caravans long before they reached our southern border, or if the countries they came from did not allow them to create them (it's a way to get certain people out of their country and throw them into the United States. But not anymore), "he wrote.

Then he sent another tweet saying: "Mexico should transfer these migrants who wave their flags, and many of whom are cruel criminals, back to their countries. Do it by plane, by bus, as you wish, but they are NOT GOING TO ENTER THE US. We will close the border indefinitely if necessary. Congressmen: Grant funding for the wall! "

Trump has repeatedly issued unfounded accusations that migrants are criminals. In reality, they are the vast majority of poor migrants, with few belongings, who flee from the violence and poverty of their countries. During the presidential campaign, Trump promised to erect a wall along the entire border and force Mexico to pay for it.

The Ministry of the Interior reported Sunday that Mexico has sent 11,000 Central Americans back to their countries of origin since October 19. He indicated that one thousand 906 of them were members of the last caravans.

Mexico is on track to deport some 100 thousand Central Americans by the end of the year.

Alfonso Navarrete Prida said that some 500 migrants who broke the police line at the El Chaparral gate in Tijuana today will be deported.

The Secretary of the Interior pointed out that
"The National Institute of Migration will proceed to deport those who tried to violently enter the United States."
He added that "far from helping, it is harming because they become acts of provocation".
"There will be deportees, they will be the people we have identified as violent people who broke into the Mexican legal order.
The action will be firm ", Navarrete Prida announced in an interview for Milenio Televisión.

Migrants try to cross the US border by force

Central American migrants who were approaching the US border from Mexico were involved in tear gas on Sunday
after some tried to jump the fence that separates the two countries.

US agents released the gas, according to an Associated Press reporter who was at the scene.
The children screamed and coughed in the chaos that broke loose.

Ana Zúñiga, a 23-year-old Honduran migrant, said she saw the migrants open a small hole in the barbed wire on the Mexican side of a gate,
before which the agents threw the gas. "We ran, but when you run faster, the smoke suffocates you,"

Several migrants also tried to jump the border fence, according to the Mexican television station Milenio.
Buyers entered and left a shopping mall a few meters away on the US side.

US Border Patrol helicopters flew over the area, while US agents guarded behind the fence in California.
Pedestrian crossings at the San Ysidro port were suspended, the Border Patrol office in San Diego said via Twitter. All traffic in both directions stopped flowing.

Hours earlier on Sunday, some Central American migrants surpassed a line of Mexican police stationed near the international crossing
in order to pressure the United States to listen to their asylum applications.
Apparently they passed easily without resorting to violence, and some of them exhorted each other to behave peacefully.

The migrants carried handmade American and Honduran flags.

A second line of riot police was on duty in front of a Mexican border control post.
These agents had installed high steel panels behind them in front of the Chaparral crossing on the Mexican side of the border.

The police asked the migrants to return to Mexico.

70.7% of citizens consider it appropriate to use the Army to combat organized crime, reveals the National Survey on the Perception of Citizen Insecurity in Mexico,
presented annually by the United Mexican Organization Against Crime (MUCD).

According to the statistical exercise, the five regions of the Country, beginning with the Center,
declared themselves in favor of the use of the armed forces in tasks of public security.

In the Central zone, integrated by the State of Mexico, Morelos, Puebla, Tlaxcala and Mexico City,
73.2% of the thousand people surveyed nationally at home, expressed their acceptance.

In second place is the Northeast zone, composed of Tamaulipas, Nuevo León and Veracruz, where 70.3% mentioned that it is correct.
It is followed by the Western region with an Army and Navy acceptance of 69.8%; Southeast, 69.3%; and Northwest, 68.3%.

The director of MUCD, Lisa Sanchez, said that they are not opposed to the existence of the military,
but to the overuse of the armed forces,
which causes the acting authorities to abandon their responsibility to create sufficient, effective, sufficient and responsible bodies to take on public safety tasks.

"We are seeing that the citizens, faced with the possibility that they are or not, prefer that the Army remain in the streets," he said.

Members of migrant caravan arrive in Agua Prieta

AGUA PRIETA, Sonora — Members of a migrant caravan from Central America arrived in Agua Prieta by bus over the weekend,
according to Douglas and Cochise County officials.

The migrants are being housed in shelters and homes in Agua Prieta, said Douglas Mayor Robert Uribe.
While early reports said that about 700 migrants had arrived in the city, Uribe said on Tuesday that the number was likely closer to 100 or less.

"The number is still unknown; however, nowhere near 700," said Uribe.
"Some are saying that they came from Hermosillo, but I haven't been able to confirm that."

The caravan first formed in Honduras in October, a country annually ranked among those with the highest murder rates in the world.
The caravan, which includes thousands of men, women and children, broke into multiple groups during the 2,000-plus mile journey toward the U.S.,
with many planning to seek asylum once they reached the border.

Uribe said he wasn't aware whether any asylum requests were being processed in Douglas.

Members of the caravan began arriving at the California border the previous week,
where they were met by angry protests from hundreds of Tijuana, Mexico, residents, reported the Associated Press.
Similar incidents are unlikely to occur in Cochise County border communities, said Cochise County Sheriff Mark Dannels.

"Our role at the local level, our plan, is to protect communities, and to support our federal partners if called upon," he said.

Dannels said he was in regular communication with officials throughout southern Arizona regarding the migrant caravans.
"We encourage that legal process; we do not want disorder on the border. If they're breaking laws or rules, that's when we'll act."

Uribe also did not anticipate any "disruptions" at the Douglas Port of Entry, he said.
"I think that for the most part, the Mexican and the U.S. authorities have been working together to make sure that there isn't any interruption," he said.
"We're very vigilant right now. We're proud of the work that each agency is doing to secure, protect, and defend our border."

The arrival of the migrants is also unlikely to cause any delays or closures at the Douglas port, said acting port Director Michael Osterman.
While the agency must "carefully manage resources and space" if faced with high volumes of people to process, he said, closing ports would only occur "if needed."
"Right now, it's business as usual," he said.

U.S. Army troops, deployed in response to the migrant caravans under a mission formerly known as "Operation Faithful Patriot"
in order to provide Customer and Border Protection with logistical and engineering assistance, are also still stationed in Douglas
and along other parts of the Arizona border, where their work has included installing razor wire on the border wall.

While the troops were originally scheduled to go home in mid-December, a Nov. 19 news release from U.S. Army North
said some forces could be shifted to other areas of the border, including California, and that "no specific timeline for redeployment has been determined."

Migration (INM) intends to grant work visas to migrants

https://www.elimparcial.com/Nacional/2018/11/21/1389156-Pretende-Migracion-otorgar-visas-de-trabajo-a-migrantes.html

TIJUANA, BAJA CALIFORNIA (GH)

The National Institute of Migration (INM) will grant a work visa to the people of the Central American migrant caravan,
so that the hostels do not depend on aid to survive.

Mario Madrazo, general director of Control and Verification of the INM, reported that so far 83 people of the exodus have asked for their work visas
to attend the fair of employment that is carried out in the Salesian Project,
which has as an aim that the applicants get a salary so they can pay for their food and a place to live.

For this, he explained that they will be in contact with the consulates of Honduras, Guatemala and El Salvador to ensure the identity and origin of their citizens;
This process will take 72 hours.

He stated that this strategy was implemented because some Central Americans have decided to settle in Tijuana
and others will wait indefinitely for their humanitarian asylum procedure to enter the United States.

The INM official pointed out that 6,200 people from the Central American migrant caravan have arrived in Baja California, most of them from Honduras;
Of that number, half are in the city and the other half in Mexicali.

On the issue of economic resources to address the situation of the current Central American migrant caravan
that the Institute said that the budget could not be exercised, because it is labeled for other purposes that have nothing to do with the migrant issue.

The INM official said that they have detected migrants from the caravan who wish to return their country to the migratory landscape of Mexico and North America.

With them, he said, the authorities of the National Institute of Migration are obliged to implement protection mechanisms to ensure the safe return of the Central Americans.

In that sense, he commented that 118 thousand people of 20 caravans in a period of one year have been presented before the Mexican immigration authority.

Border troops authorized to use force, detain illegal immigrants: Report

By Stephen Dinan and S.A. Miller - The Washington Times -
Updated: 8:39 p.m. on Wednesday, November 21, 2018

https://www.washingtontimes.com/news/2018/nov/21/border-troops-authorized-use-force/

The White House sent a memo to the Pentagon this week granting troops stationed at the border permission to engage in some law enforcement tasks, and to use lethal force if they get endangered.

Pentagon officials were reviewing the memo Wednesday, and it was unclear whether any of the more than 8,000 active-duty and National Guard troops have begun to carry out expanded duties, which reportedly include the ability to engage in crowd control and temporary detention and to perform quick searches.

A presidential memo obtained by Newsweek shows the enhanced powers are particularly aimed at defending against the migrant caravans that are camped out on the Mexican side of the border, after having crashed their way through the Guatemala-Mexico border late last month. President Trump is intent on avoiding a repeat.

"There are a lot of criminals in the caravan. We will stop them," Mr. Trump tweeted Wednesday afternoon.
Final decisions on what powers the troops will have rests with Defense Secretary James Mattis, though the memo makes clear they could include use of "lethal force, where necessary" to protect other federal personnel on the border. The troops would not be permitted to make arrests or seizures.

Homeland Security said it welcomed the new assistance.
"As Secretary [Kirstjen] Nielsen has said, we will not allow our frontline personnel to be in harm's way," said spokeswoman Katie Waldman. "We will do everything we can to protect those who defend our nation's sovereignty and secure our border. We appreciate the Department of Defense stepping in to assist the Department of Homeland Security as needed."

The memo makes good on Mr. Trump's insistence that the military play a more active role in preventing the migrant caravans from overrunning the U.S. border, as they did a month ago on Mexico's southern border.

Video of immigrants overpowering Mexican police stunned U.S. officials.

Mr. Trump said he wanted as many as 15,000 troops on the border to greet the caravan. Instead, fewer than 6,000 have been deployed, along with about 2,100 National Guard troops sent earlier this year.

Their missions had been severely restricted. The National Guard was doing vehicle maintenance, clerical support and some surveillance duties, while the new active-duty troops were supposed to be working to lay razor wire and erect barriers to enhance physical security at ports of entry.

Brandon Judd, president of the National Border Patrol Council, said agents want to see the military do as much as possible to assist on the border.
"We have to do something. We're at the point where we have no choice. I believe that when this month ends, I believe it's possible we could end up apprehending more illegal aliens than in any month in the Obama administration, including any month in 2014," he said, referring to the previous major surge.

He said the troops should not perform full law enforcement duties like arrests, saying that opened a Pandora's box of other issues. But he said having them upfront on the border to add more eyes spotting crossings would be a major help.
Mr. Judd said smuggling cartels recruit migrants in Central America and push them to make the trip north, even controlling where they try to enter the U.S. so they can be used as a distraction. While agents respond to large groups of migrants, more high-value contraband is smuggled where gaps have opened up.

Mr. Judd said in addition to providing more eyes, the military could be used to process and detain illegal immigrants while they're awaiting transfer to U.S. Immigration and Customs Enforcement custody. He said the old Immigration and Naturalization Service used to have non-law enforcement officers perform detention duties, freeing agents up to be on the front lines.
"We're supporting anything and everything the military can do," he said.

Immigrant-rights activists were less enthusiastic about the memo, which came in the form of what the government is calling a "Cabinet order" signed by White House Chief of Staff John F. Kelly.
"This legally dubious 'Cabinet order' creates confusion, undermines morale, and may very well lead to violence," said Michael Breen, president of Human Rights First.

Those legal questions chiefly surround the Posse Comitatus Act, which severely restricts the use of the military for law enforcement on U.S. soil.
But Stephen Mihm, a history professor at the University of Georgia, says it may be tough for Mr. Trump's opponents to use the law against him.
"The Posse Comitatus Act has a vexed history, one that makes it difficult to invoke. Moreover, loopholes have multiplied over the years. No one has ever been prosecuted for violating it," he wrote in a commentary for Bloomberg View.

Part of the problem, he said, is the law's origins in 1878 when it was included as part of a broader bill, and was backed by Southern Democrats as part of a deal to prevent Republican presidents from using troops to enforce election laws protecting blacks in the South.

The Posse Comitatus Act specifically allows troops to be used for domestic enforcement when the president deems it an emergency — something Mr. Trump has repeatedly said the caravans constitute.

Homeland Security officials say some 10,500 migrants are camped
along the border, with more than 6,000 in Tijuana alone. Some of them have attempted to climb parts of the border wall between Tijuana and San Diego, leading to an ever-increasing amount of razor wire being deployed.

U.S. officials say more than 500 criminals are among those in the caravans. Officials have declined to say how they know this, but NBC reported Wednesday that the U.S. has paid informants inside the caravan.

After the Municipal Police detained four Central American migrants in the Benito Juarez shelter, protests broke out.

According to the first reports, everything started due to a complaint by parents of a kindergarten party called "Mariana", which is located on the side of the shelter.

According to the parents, the children have been exposed to the smell of marijuana, coming from the shelter where they are members of the migrant caravan.

After filing the complaint, the Municipal Police set up an operation in the area of the stands of the Sports Unit that serves as a shelter to evict those who were there.

Result of the operation, four people were arrested, who according to the Municipal Police Director, Mario Martinez, surprised them by smoking marijuana.

This sparked a protest by the migrants, who tried to defend their comrades.

PHOENIX — An Arizona jury on Wednesday acquitted a U.S. Border Patrol agent of manslaughter in the shooting of a Mexican teen through a border fence,
another loss for federal prosecutors after the second trial in the 2012 killing.

Jurors in Tucson found Lonnie Swartz not guilty of involuntary manslaughter.
It comes months after he was acquitted of second-degree murder by another jury that had deadlocked on manslaughter charges,
allowing prosecutors to pursue the case again.

Border Patrol agents are rarely criminally charged for using force. But the killing of 16-year-old Jose Antonio Elena Rodriguez
sparked outrage on both sides of the border and came at a time when the agency was increasingly scrutinized for its use of force.

Prosecutors said Swartz was frustrated over repeated encounters with people on the Mexico side of the border fence who throw rocks at agents to distract them from smugglers.
They say he lost his cool and fatally shot Elena Rodriguez. Swartz fired some 16 rounds, and the boy was hit at least 10 times in the back and head.

Swartz has said he was following his training and defending himself and other law enforcement officers from rocks, which he said could be deadly.

Prosecutors acknowledge that Elena Rodriguez was throwing rocks at agents while two smugglers made their way back to Mexico,
but they said that wasn't justification for taking his life.

Swartz's attorney, Sean Chapman, said Elena Rodriguez endangered the lives of the agents and a police officer who was on scene.

In addition to the criminal charges, Swartz is facing a civil rights lawsuit from the American Civil Liberties Union on behalf of the teen's mother.

United States. - The Department of National Security of the United States (DHS, for its acronym in English)
has compiled reports of undercover informants within the caravan of migrants from Central America
with intentions to enter US territory, reported exclusively by NBC News

The report signed by reporter Julia Ainsley also points out that the US authorities have been in charge of monitoring migrants' text messages,
according to two DHS officials interviewed by the journalist.

According to the statements, the gathering of information was carried out with the inclusion of personnel from the unit in the conversations
of the WhatsApp platform that are used by the more than 4,000 migrants
originating mainly from Honduras to organize and communicate.

In addition, the report indicates that the information collection techniques are complemented by the reports
of DHS personnel working in Mexico with the Government in an effort to control the flow of the caravan,
its movements and any possible security threat that may be discovered.

On Monday, US officials reported the intentions of a group of migrants to run across the lanes of a border crossing near San Diego.

As a result of the foregoing, the Customs and Border Protection agency closed all the entry lanes to the United States
from the San Ysidro port for reinforcement, without the announced attempt being registered.

The NBC reporter points out that paying informants, placing officers in the region or monitoring communications from non-US citizens is not illegal,
according to statements by John Cohen, former deputy secretary of acting intelligence at DHS. ,
who pointed out that the situation does generate some concerns about the allocation of resources.

"Those resources must come from somewhere, they are not dedicated to only thwarting terrorist threats, mass shootings,
fentanyl sent by post to the country or cyber attacks," the former official told the journalist.

TIJUANA, Baja California (GH)

What was announced on social networks as a peaceful demonstration against illegal migration was transformed into an attempt to forcibly enter the shelter of Central Americans located in the Benito Juárez Sports Unit in the North zone.

With slogans such as "Migrants yes, invaders not," "Tijuana gets up" and "Outside Hondurans," among others, a little over 400 people gathered at the Cuauhtémoc roundabout, located in Zona Río, to demonstrate against the arrival of Central American migrants to the city.

"We do not know who they are, a person of good will always have a way to identify themselves to live in another country, this city is very quiet, I am from Tijuana, we do not need people who come to destabilize," said Gabriel Barajas.

As the minutes passed after 9:00 am on Sunday, more people of all ages arrived at the roundabout, dressed in Mexican T-shirts, flags and banners, and singing the national anthem.

"I am here today as an official and as a citizen; I understand the annoyance of the people and I am in favor of legality ", explained Genaro López Moreno, dressed in a T-shirt with the legend" Mex I Can ".

At 10:20 am, coordinators of some of the groups that gathered for the protest opted to start a march towards the shelter.

The group was reduced in the route, nevertheless, some of the demonstrators made clear that they were ready to the physical aggressions if the situation merited it.

"Good people are welcome in Tijuana, they are violent, they come badly; they go up to the mesh, the gabachos put spikes, that all go away, children and adults, I am willing to do whatever it is, it is my moment, "said Ramiro Rosales.

Another of those present, who identified himself only as Alberto, said that the violent actions by some of the sectors of the citizenry are the result of work that the authority is not doing to stop the flow of migrants.

"The authorities do not understand, they have to follow the rules like everyone else, we are a country that anyone can invade, this must stop; what is going to happen, is going to happen, we are willing to do anything, "he assured.

The match
Upon the arrival of the contingent to the Northern Zone, a few meters from the Benito Juárez Sports Unit, the Municipal Public Security Secretariat (SSPM) placed an anti-riot group to receive it.

After not allowing the passage to any of the protesters, a group that tried to enter by force, pushing and kicking the shields of the officers; In addition, they threw bottles of water and tried to attack with a wooden stick.

"We already have time here in Tijuana, try to defend what is Tijuana, this is not to be racist, we want to know what they want; I have a family that crosses and they will not be able to come because they want to close the port, "said a man wearing a balaclava and who wanted to identify only as" Rider ".

Marco Antonio Sotomayor Amezcua, head of the SSPM, announced that there were no people detained in the confrontation as he was in the right to demonstrate.

Although the contingent was disintegrating until it was only 60 people, the group did not allow those who sought to enter the shelter with food for the migrants.

MEXICALI, Baja California (GH)

Walking Manuel Cazares tried to enter the United States through the vehicular crossing at the Mexicali-Calexico gateway of the New River, the Central American migrant tried to prove to his compatriots if they would really give him political asylum or deport him.

Cazares has been residing legally in Mexicali for seven months. He said he was waiting for the caravan to try to cross into the United States, so on November 16, a little over half a day, he received them and headed for the crossing.

The migrant convinced a small group recently arrived to support him to corroborate whether he would be admitted to the United States or deported, together they walked in a line scattered alongside the cars that lined up to cross.

Arriving at the dividing line was rebuked by six CBP agents (Customs to Border Pretection), who let him know that he could not cross the dividing line or he would be learned and probably deported.

After several minutes of discussion, an agent of the National Institute of Migration (Inami) went to the site to advise and direct the migrant, pointing out that it was not the way or the place to apply for asylum.

Cazares went to the Inami office where he would be attended, however he returned with the rest of the caravan in the Hotel del Migrante, to try to convince them to accompany him to try to enter the pedestrian crossing.

The Central Americans opted to give negative to the strategy of Cazares, since they were resting from a long trip and waited for the arrival of the rest of their companions.
