MEXICO CITY, December 13 .- Raul Lucio Hernandez Lechuga, alias el
Lucky, one of the founders of Los Zetas criminal organization, was
presented this morning by the Navy Department in the premises of the
Office of Special Investigations in Crime Organized (SIEDO), attached
to the PGR.

The Department of the Navy managed to capture this person, known as
the Z-16 or el apa, involved in 11 criminal investigations and
considered one of the main operators of Los Zetas to be responsible
for the transfer of drugs and cash generation for that criminal group
in central and southeast, particularly in Puebla, Veracruz, Tabasco,
Campeche, Hidalgo, Oaxaca, Quintana Roo, Mexico State, Queretaro and
San Luis Potosi.

Jose Luis Vergara, spokesman for the Department of the Navy, offered
details on the capture and profile of the inmate. He explained that
the naval intelligence operation to catch them lasted more than a
year and it involved national and international agencies.

Explained that Hernandea Lechuga was among 37 suspects wanted by the
PGR and the most wanted by the U.S., said the DEA offered a million
