Sinaloa Cartel has the power to influence elections: director of the DEA

Chicago-The Mexican cartels have become transnational organizations
with the power to influence U.S. elections and are the new face of
organized crime, worse than the Mafia, according to the director of
the Federal Drug Enforcement Agency (DEA) in Chicago, Jack Riley.
Riley said that Joaquin Guzman Loera "El Chapo", head of the Sinaloa
cartel, "is the most dangerous criminal in the world and probably the
richest."
"We never saw a criminal organization as well focused, with such good
business sense and not so fierce and violent," said Special Agent.
In his opinion, after the death of Osama Bin Laden, "El Chapo" became
the most feared and wanted criminal in the world, "with
insurmountable power to influence, bribe and kill".
"So much power gives fears for political stability in Mexico," said
Riley, who said the war against drug cartels led by Mexican President
Felipe Calderon and collaboration "never seen" by the Mexican
authorities to extradite members of the cartels.
One of them is Vicente Zambada Niebla, the son of one of the capos of
the Sinaloa cartel, who will be tried in Chicago next year for his
alleged role in the importation of more than one ton of drugs to the
U.S. and laundering $500 million.
According to Riley, a possible life sentence 'Vicentillo' will be a
blow to the organization, which anyway would "extend its influence
and tentacles" in the U.S., Central and South America, Europe and
Africa.
The head of the DEA spoke of the importance of Chicago as a drug
distribution center trafficked mainly by the Sinaloa cartel, although
recently were discovered cell of Los Zetas.
Cocaine is produced in Colombia, Bolivia and Peru and Colombian
heroin is, but the importation and distribution in the United States
is Mexican, and the return transfer of large amounts of cash for all
modes of transportation available.
Riley said that in Chicago, with its large Mexican population,
traffickers have ways to "blend in neighborhoods without arousing
suspicion," associating with gang members who are responsible for
retail sale.
"We have in this region registered 80,000 gang members whose main
source of income is the sale of drugs supplied by Mexican
wholesalers," he said.
"It's an explosive mix of cultures and languages that often
becomes chaotic and very violent," he said.
Riley said the marijuana introduced to the United States for the
Sinaloa cartel comes mostly from Mexico, but also "there is much
alarm" because it also occurs in the northern forests of the
neighboring state of Wisconsin and northern Illinois.
"While Chicago is located in the center of the United States, for the
marijuana trade it is as if we border with Mexico. We can not bury
our heads in the sand and ignore it," he said.
According to the director, the gains from trade in marijuana, "the
cartel enable the realization of their other criminal activities such
as trafficking in heroin, cocaine and methamphetamines."
Riley said federal agents discovered 10 sites in remote areas of
Wisconsin where they suspected of working for the Sinaloa cartel
cared about 10 thousand plants of marijuana, armed with AK-47's.
In the Chicago area, and to a lesser extent, the drug cartel also
cultivated the drug to ensure a supply chain to their best markets
without interruption.
The high season for the transportation of marijuana to Chicago from

members, including a squad of assassins called 'Scorpion', have
committed murders of rivals in Chicago.
"In the next 20 years we will have to deal with these incredible
dangerous groups. 'El Chapo' Guzman could eat raw the fiercest
Italian mafia," concluded Riley.

Chicago— Los cárteles mexicanos se han convertido en organizaciones
trasnacionales con poder para influir en elecciones y en Estados
Unidos son la cara del nuevo crimen organizado, peor que la mafia
italiana, según el director de la Agencia Federal Antidrogas (DEA) en
Chicago, Jack Riley.
Riley dijo que Joaquín Guzmán Loera 'El Chapo', jefe del cártel de
Sinaloa, "es el criminal más peligroso del mundo y probablemente el
más rico".
"Nunca vimos una organización criminal tan bien enfocada, con tan
buen sentido para los negocios ni tan feroz y violenta", agregó el
agente especial.
En su opinión, después de la muerte de Osama Bin Laden, 'El Chapo'
pasó a ser el criminal más temido y buscado en el mundo, "con un
poder insuperable para influir, corromper y matar".
"Tanto poder hace temer inclusive por la estabilidad política de
México", dijo Riley, quien destacó la guerra contra los cárteles de
la droga conducida por el presidente mexicano Felipe Calderón y la
colaboración "nunca vista" de las autoridades mexicanas para
extraditar a integrantes de los cárteles.
Uno de ellos es Vicente Zambada Niebla, hijo de uno de los capos del
cártel de Sinaloa, quien será juzgado en Chicago el año que viene
por su presunta responsabilidad en la importación de más de una
tonelada de drogas a Estados Unidos y el lavado de unos 500 millones
de dólares.
Según Riley, la posible cadena perpetua a 'Vicentillo' será un duro
golpe a la organización, que de todas maneras no dejaría de
"extender su influencia y tentáculos" en Estados Unidos, Centro y
Sudamérica, Europa y África.
El director de la DEA habló sobre la importancia de Chicago como
centro de distribución de drogas traficadas mayoritariamente por el
cártel de Sinaloa, aunque últimamente fueron descubiertas células
de Los Zetas.
La cocaína se produce en Colombia, Bolivia y Perú, y la heroína es
colombiana, pero la importación y distribución en Estados Unidos es
mexicana, así como el traslado de regreso de grandes volúmenes de
dinero en efectivo por todos los medios de transporte disponible.
Riley dijo que en Chicago, con su elevada población mexicana, los
traficantes tienen formas de "mimetizarse en los barrios sin
despertar sospechas", relacionándose con pandilleros que se encargan
de la venta al menudeo.
"Tenemos en esta región 80 mil pandilleros registrados cuya principal
fuente de ingresos es la venta de narcóticos suministrados por
mayoristas mexicanos", dijo.
"Es una mezcla explosiva de culturas e idiomas que muchas veces se
convierte en caótica y muy violenta", agregó.
Riley dijo que la mariguana introducida a los Estados Unidos por el
cártel de Sinaloa procede en su mayoría de México, pero también
"hay mucha alarma" porque se produce en los bosques del norte del
vecino estado de Wisconsin y en el norte de Illinois.
"Aunque Chicago se encuentra en el centro de los Estados Unidos, para
el comercio de mariguana es como si fuéramos fronterizos con México.
No podemos esconder la cabeza en la arena e ignorarlo", afirmó.
Según el director, las ganancias obtenidas con el comercio de
mariguana "posibilitan al cártel la realización de sus otras
actividades criminales como el tráfico de heroína, cocaína y
metanfetaminas".
Riley dijo que agentes federales descubrieron 10 lugares en áreas
remotas de Wisconsin donde sospechosos de trabajar para el cártel de
Sinaloa cuidaban unas 10 mil plantas de mariguana, armados con
fusiles AK-47.
En el área de Chicago, y en menor escala, el cártel también cultiva
la droga para asegurarse una cadena de suministros a sus mejores
mercados sin interrupciones.
La temporada alta para el transporte de la mariguana a Chicago va de
enero a marzo, cuando se realiza la cosecha en México, a menudo
oculta en camiones y debajo de frutas y otros alimentos.
Riley dijo en la entrevista que las ciudades de Chicago y Atlanta se
han convertido en los principales centros de distribución de
mariguana y están "protegidos por el cártel de Sinaloa con una
violencia inconcebible".
Reportes periodísticos recientes atribuyeron a una fuente policial
que miembros del cártel, incluyendo un escuadrón de sicarios llamado
'Escorpión', han cometido asesinatos de rivales en Chicago.
"En los próximos 20 años vamos a tener que lidiar con estos grupos
de una peligrosidad increíble. 'El Chapo' Guzmán se come crudo al
más feroz de los mafiosos italianos", concluyó Riley.
