The proposal by Senator Ricardo Monreal, PT, was approved without
discussion and turned over to the Ministry of the Interior
With the backing of all political forces, the Senate agreed to
request the government of Felipe Calderon a report on alleged
operations of access and telephone monitoring by intelligence
agencies of the United States in Mexican territory.
In the opinion adopted yesterday, it states that can not afford
extraterritorial actions of foreign agents and that any act that
violates national sovereignty and strict law enforcement should be
investigated.
It is emphasized that no foreign agency is authorized to perform
actions specific to Mexican authorities, so that the Senate would be
useful to know "how the federal government has information about the
possible access to the communications of our country," and notes that
lack of information about the true scope of existing agreements with
various U.S. agencies and the results have been not obtained.
The proposal by Senator Ricardo Monreal, PT, was approved without
discussion and turned over to the Interior Ministry.
Grandstand, Monreal said that according to information published by
The Washington Post, U.S. officials, including the Federal Bureau of
Investigation (FBI) conducted monitoring activities including the
intercept of telephone calls beyond the border.
He stressed that talk of possible other information agents
wiretapping Americans, with the pretext of cooperation on security
and organized crime, which "could be out of Mexican law."
He emphasized that this information is added opinions senior U.S.

supporting the idea of a truce.
The appearance of these messages is given within 24 hours of the
visit of President Felipe Calderon to the state, and as part of the
meeting of the Coordination Group Operational Safety, involving the
Secretary of the Interior, Alejandro Poire and the state governor
Leonel Godoy.
The banners were placed on roads in the municipalities of Morelia,
Apatzingan Tomatlán Huetamo and Buena Vista.

A total of 170 recorded intentional homicides, Attorney General of
the State during the month of November, placing it as the third most
violent in years, according to statistics.
So far April has been the most violent month to register, according
to the data, a total of 228 crimes. It is followed in June with 175
dead and then November.
So far this year, totaling 1,767 murders, although this is yet not
confirmed per the State Attorney.
November ended with high-impact events such as mutiple of 8 people
killed in a volleyball court in the colony Pemex, as well as the
incineration of 16 bodies in two trucks in Culiacan.

DURANGO, Durango. (Approved) .- Sources of the Attorney General's
Office (FGE) confirmed a new attack by suspected criminals in a
village, after killing one person, burned at least three houses and
several more shots were fired in a community of Tamazula.
This day, the Sinaloa media realized the attack, registered in the
community of Lagunita, near the town of Cosala in that entity,
information that was finally confirmed by authorities in Durango.
According to the version of the Ministerial Police of Sinaloa, a
score of armed men aboard several trucks arrived at the said town and
entered a home where they executed Salome Peña, 36.
At the time of the attack, several villagers fled to Cosalá, where
they asked the help of police forces, when they arrived at Lagunita,
they found three houses consumed by fire. In one of them was the
corpse of Salome.
On Thursday, members of the Research Directorate of Durango moved to
the community to start with the research. No more people are reported
injured.
In the last year, armed groups have set fire to houses in towns of at
least three municipalities, mostly villagers in retaliation for
allegedly collaborating with another group of organized crime.
The first event occurred in the community of Tierra Colorada, on
December 28, 2010; there, more than 30 buildings were burned,
including secondary and high schools in the area.
Similar attacks were perpetrated on the people and communities of San
Dimas, in the months of March and April.

CULIACÁN._ against drug traffickers can not turn back, the Governor
warned yesterday by endorsing the "all" anti-crime strategy of
President Felipe Calderon.

Given the escalating violence starring organized crime groups in
Sinaloa, the Chief Executive noted that there is no other way rather
than to confront them.

"undesirables" for those who feel affected in their mobility,
business and income.
"President (Felipe Calderon) in the last event (slaughter of 24

that has started, and I think we all have to be in solidarity with
the President" he said.
The United Mexican States, the three branches that make up and the
three levels of government, he added, have to make very clear to the
international courts that this is a struggle of the state.
"And tell them we can not give up this battle and give the place the
bad guys who are hurting and the Country and states," he said, as
part of a visit to the Livestock Show.
How the last day of the current presidential term (federal) support
the strategy "anti-narco" Calderon?
"I am convinced that Mexico needs brave men up front to fight and
struggle against those who hurt us and society, to see what reason we
have to go and they put conditions?".
In some parts of the state, he said, drug dealers came in and own the
streets.
"The police were afraid and they walked away with groups of trucks,
doing the things they wanted, they were taking over the streets,
police forces, that can not be" he said.
People, he said, was hurting and wanting to work.
"People took away the car, assault, kidnap, extort, this struggle we
live in, this is the Mexico of today, we have to afford it."

La propuesta del senador Ricardo Monreal, del PT, fue aprobada sin
discusión y turnada a la Secretaría de Gobernación
Con el aval de todas las fuerzas políticas, el Senado acordó
solicitar al gobierno de Felipe Calderón un informe sobre operaciones
de interferencia y monitoreo telefónico que presuntamente realizan
agencias de inteligencia de Estados Unidos en territorio nacional.
En el dictamen aprobado ayer se señala que no pueden permitirse
acciones de extraterritorialidad de agentes extranjeros y que todo
acto que vulnere la soberanía nacional y el estricto cumplimiento de
la ley debe ser investigado.
Se destaca que ninguna agencia extranjera está autorizada a realizar
acciones propias de las autoridades mexicanas, por lo que sería útil
que el Senado conozca "con qué información cuenta el gobierno
federal sobre esta posible intromisión a las comunicaciones de
nuestro país", y se señala que falta información sobre los
verdaderos alcances de los acuerdos vigentes con distintas agencias
estadunidenses y los resultados que han obtenido.
La propuesta del senador Ricardo Monreal, del PT, fue aprobada sin
discusión y turnada a la Secretaría de Gobernación.
En tribuna, Monreal señaló que, de acuerdo con información
publicada por The Washington Post, autoridades de Estados Unidos,
entre ellas la Oficina Federal de Investigaciones (FBI) realizan
actividades de monitoreo telefónico que incluye la intercepción de
llamadas más allá de la frontera.
Recalcó que otras informaciones hablan de posible espionaje
telefónico de agentes estadunidenses, con el pretexto de la
cooperación en materia de seguridad y contra el crimen organizado,
que "podría estar fuera de la normatividad mexicana".
Destacó que a esa información se suman opiniones de funcionarios
estadunidenses de alto nivel que han hablado sobre una supuesta
"narcoinsurgencia terrorista" en México, y manifestó su
preocupación por la probabilidad de que la Iniciativa Mérida termine
en la "entrega de bases militares y espacio aéreo, marítimo y
terrestre al Pentágono"

CIERRA NOVIEMBRE CON 170 HOMICIDIOS EN SINALOA

Un total de 170 homicidios dolosos registró la Procuraduría General
de Justicia del Estado durante el mes de noviembre, ubicándolo como
el tercero más violento del años, según las estadísticas.
Hasta el momento ha sido abril el más violento al registrarse, según
los datos, un total de 228 crímenes. Le sigue junio con 175 muertos y
de ahí noviembre.
En lo que va del año, suman mil 767 asesinatos, aunque esta cifra no
la confimó la Procuraduría estatal.
Noviembre terminó con hechos de alto impacto, como el mútiple
asesinado de 8 personas en una cancha de volibol de la colonia Pemex,
así como la incineración de 16 cuerpos en dos camionetas en Culiacán.

DURANGO, Dgo. (apro).- Fuentes de la Fiscalía General del Estado
(FGE) confirmaron un nuevo ataque de presuntos delincuentes en contra
de un poblado: luego de matar a una persona, incendiaron al menos
tres casas y realizaron disparos contra varias más en una comunidad
de Tamazula.
Este día, medios de comunicación de Sinaloa dieron cuenta del
atentado, registrado en la comunidad de Lagunita, cerca del municipio
de Cosalá, en dicha entidad, información que finalmente fue
confirmada por autoridades de Durango.
De acuerdo con la versión de la Policía Ministerial de Sinaloa, una
veintena de hombres armados a bordo de varias camionetas llegaron
hasta el referido poblado e ingresaron a un domicilio, donde
ejecutaron a Salomé Peña, de 36 años.
Al momento del ataque, varios lugareños huyeron hacia Cosalá, donde
pidieron el auxilio de las corporaciones policiacas; cuando llegaron
a Lagunita, encontraron tres casas consumiéndose por el fuego. En una
de ellas estaba el cadáver de Salomé.
Este jueves, elementos de la Dirección de Investigaciones de Durango
se trasladaron a la comunidad para iniciar con las investigaciones
del hecho. No se reportan más personas lesionadas.
En el último año, grupos armados han prendido fuego a casas de
poblados de cuando menos tres municipios, casi siempre como venganza
a pobladores que, presuntamente, colaboran con algún grupo de la
delincuencia organizada.
El primer acontecimiento se registró en la comunidad de Tierras
Coloradas, el 28 de diciembre de 2010; ahí, más de 30 edificaciones
fueron incendiadas, incluidas la secundaria y bachillerato de la zona.
Ataques similares se perpetraron en comunidades de Pueblo y San
Dimas, en los meses de marzo y abril.

CULIACÁN._ Contra los narcotraficantes no se puede dar marcha atrás,
advirtió ayer el Gobernador al avalar "con todo" la estrategia
anticrimen del Presidente Felipe Calderón.
"No hay tiempo para la simulación ni para 'nadar de muertito', hoy
tenemos que entender que tenemos que dar la batalla, si no esos
señores se van a apoderar de todo", afirmó Mario López Valdez.
Ante la escalada de violencia que protagonizan grupos del crimen
organizado en Sinaloa, el titular del Ejecutivo advirtió que no hay
otro camino, más que enfrentarlos.
No se puede permitir más, dijo, que personas del crimen organizado
impongan sus condiciones a los gobernantes.
Está consciente, añadió, que esta postura los convierte en personas
"non gratas" para quienes se sienten afectados en su movilidad,
negocios e ingresos.
"El Presidente (Felipe Calderón) en el último evento (masacre de 24
personas) me llamó, lo noté poco preocupado por la demanda que
tenía en la Corte Internacional.
"Y yo le digo al Presidente que no se puede dar marcha atrás en esta
lucha que inició, y creo que todos tenemos que ser solidarios con el
Presidente", resaltó.
El Estado Mexicano, los tres poderes que lo conforman y los tres
niveles de Gobierno, abundó, tienen que dejar muy claro ante las
cortes internacionales que ésta es una lucha del Estado.
"Y decirles que no podemos renunciar a esta batalla y entregarle la
plaza a los malosos que están lastimando a las entidades y al País",
manifestó, en el marco de una visita a la Feria Ganadera.
¿Hasta el último día del actual sexenio (federal) apoyará la
estrategia "antinarco" de Calderón?
"Estoy convencido de que México necesita hombres valientes y luchas
frontales para combatir a aquéllos que nos lastiman a la sociedad; a
ver, ¿qué razón tenemos que llegar y que ellos pongan condiciones?".
En algunas partes del Estado, aseveró, los narcotraficantes llegaban
y eran dueños de las calles.
"Las policías se sentían atemorizadas y ellos se paseaban
impunemente en grupos de camionetas, haciendo las cosas que querían,
estaban apoderándose de las calles, de los cuerpos policiacos, eso no
puede ser", resaltó.
A la gente, sostuvo, la estaban lastimando y cobrándole por querer
trabajar.
"A la gente le quitaban el carro, los asaltaban, secuestraban, los
extorsionaban; esta lucha nos toca vivir, éste es el México de hoy,
que nos toca afrontarlo".
"No hay tiempo para la simulación ni para 'nadar de muertito', hoy
tenemos que entender que tenemos que dar la batalla, si no esos
señores se van a apoderar de todo".
