U.S. moves to seize alleged Zeta ranch in Starr County

U.S. authorities have taken action to seize a ranch north of Rio
Grande City that they claim belongs to a man identified by the
Mexican government as a Zeta lieutenant.

In forfeiture documents filed earlier this week by the Internal
Revenue Service and the U.S. Attorney's Office for the Southern
District of Texas, authorities say the 200-acre property near Farm-to-
Market Road 2686 belongs to 38-year-old Carlos Alberto "La Rana"
Oliva Castillo. Oliva isn't listed as the owner, though. That
distinction belongs to Carlos Ricardo Tamez Tirado, a doctor who,
like Oliva, is from Diaz Ordaz — across the border from Sullivan City.

In court records, authorities accused Oliva of being a member of a
criminal organization and of having paid for the ranch using drug
proceeds.

Oliva was arrested by the Mexican military in the Coahuila state city
of Saltillo last month in connection with an ongoing investigation
into a Monterrey casino fire that killed dozens of civilians. The
casino allegedly was set on fire by the Zetas under Oliva's orders
for failing to pay extortion money.

According to the Mexican federal government, Oliva was the former
plaza boss for Monterrey and surrounding cities.

The forfeiture documents don't identify Oliva as a Zeta but state
that he was a member of a criminal organization since 2005 and had a
leadership role, having been tasked with organizing networks of
cocaine shipments throughout the U.S. and also with cash shipments
into Mexico.

Oliva is under indictment in the U.S. for a number of drug charges.

Court records show that the listed value of the property was
$125,000, but the actual price paid for it was $400,000. Records show
that Tirado didn't take part in the negotiations but was only a straw
purchaser. The ranch was allegedly used as a staging area for drug
activities.

The offense of possession of drugs, in the ways of buying and
selling, is the first federal crimes with the highest incidence
during 2011 in Mexicali, shows an analysis by the Municipal Public
Security Bureau (dspm) released.

Reliance said in a press release from January to October, there was
an increase of 20% of the number of detainees in 2011 compared with
2010, ensuring a total of two thousand 554 people for this crime.

From January to October 2011, the average of assurances for this
offense is 180 to 200, which is sanctioned by the federal legal
framework.

The director of the dspm, Marco Antonio Carrillo Maza, mentioned that
one of the priorities of the Municipal Police, is to bring down and
prevent the sale of drugs in Mexicali, which is why the Municipal
Police deployed actions to prevent this crime rate.

He explained that during 2011, the Municipal Police have arrested a
total of two thousand 554 people for being related to narcotics
possession offenses, representing an increase of 20% compared with
the arrests of 2010.

During the month of October, he said, was the date that triggered the
arrests for this offense, where the police had secured 524 this month.

The Director urged parents to have greater vigilance on children,
because unfortunately among the insured for this offense, the number
of children is high.

He recognized that the citizen complaint is vital to tackle the crime
of possession of narcotics, so he recognized the civic value of
Cachanilla.

Carrillo Maza pointed out that operations against the "drug dealing"
continue in the city, which with a citizen suit, where the goal is
for Mexicali enjoy a "Safe Family".

El delito de posesión de enervantes, en sus modalidades de compra-
venta, es el primer delito del orden federal con mayor incidencia
durante el 2011 en Mexicali, demuestra un análisis hecho por la
Dirección de Seguridad Pública Municipal (DSPM) dado a conocer.

La dependencia señaló en un comunicado de prensa que, de enero a
octubre, se registró un incremento del 20% de número de detenidos del
año 2011 comparada con el 2010, asegurando un total de dos mil 554
personas, por este delito.

De enero a octubre del 2011, la media de aseguramientos por este
delito es de 180 a 200, es cual es sancionada por el marco jurídico
federal.

El director de la DSPM, Marco Antonio Carrillo Maza, mencionó que una
de la prioridades de la Policía Municipal, es abatir y prevenir la
compra-venta de drogas en Mexicali, motivo por el cual la Policía
Municipal despliega acciones para prevenir esta incidencia delictiva.

Explicó que durante el 2011, la Policía Municipal ha detenido un
total de dos mil 554 personas por estar vinculadas al delitos de
posesión de enervantes, lo que representa un incremento del 20% más,
comparado con las detenciones del 2010.

Durante el mes de octubre, mencionó, fue la fecha que dispararon las
detenciones por este delito, en donde la Policía tuvo 524 asegurados
en este mes.

El Director exhortó a los padres de familia a tener una mayor
vigilancia sobre los menores, ya que lamentablemente entre los
asegurados por este delito, el número de menores es alto.

Reconoció que la denuncia ciudadana es vital importancia para atacar
el delito de posesión de enervantes, por lo que reconoció el valor
cívico de los cachanillas.

Carrillo Maza puntualizó que los operativos contra el "narcomenudeo"
continuarán en la ciudad, los cuales con una demanda ciudadana, en
donde el objetivo es que los mexicalenses gocen de una "Familia Segura".
