The results of the survey conducted by The Daily between 3,455
Chihuahua to see if they agree that the government negotiate with
drug traffickers to give reassurance to the population, are
significant and revealing, because although the majority said no, and
a considerable, over 30 percent, said yes.
The question answered 3,225 readers of El Diario, of whom responded
yes, 33 percent no, 62 and did not know 4.
The fact that 30 percent have said they agree that the government
negotiate with criminals reveals the desperation of a society that is
tired and hurt by the violence that plagues communities daily.
The survey was conducted in the city of Chihuahua and had it been in
Ciudad Juarez that 30 percent probably would have been higher. The
truth is that what people claim is a settlement to stop the wave of
blood and that bereaved households.
Facts have shown that deaths are not only members of criminal groups,
but in this "war" declared by the federal government, without having
prepared for it, have fallen hundreds of innocents, including children.
Likewise, the judicial apparatus has been overwhelmed, so that the
majority of homicides related to organized crime are unclear. The
authorities of federal jurisdiction and responsibility blow the
investigations and meanwhile nothing is resolved. Society realizes
all this and is weary.
And although 62 percent adheres to the law saying that the government
should not negotiate with criminals, that 33 percent reflects the
feeling that there are many people, to do whatever but that this has
to stop.
Unfortunately for these claims is deaf, since not even the police
forces have been refined, which is where the authorities had to
start. An example of this are the two directors of Public Security of
the municipalities of Gran Morelos Belisario Dominguez and detained
for being involved in drug activities, according to reports from the
Ministry of National Defense.
However, debugging is still an urgent task, though the federal
government should urge him to comply with this obligation, because so
far it has not even bothered to supply the technical resources to
polygraph testing.
In the municipality of Chihuahua, since January this year, the mayor
asked the National Public Safety System through the Public Safety
Grant to Municipalities (Subsemun), which will apply reliability
testing elements of the Directorate Municipal Public Security (dspm),
tests to date have not been implemented.
The Mayor, Marco Quezada Adam Martinez, stated that "the ability of
centers performing this type of testing to federal and state level is
limited and is exceeded."
In this sense Quezada Martinez said that the arrest of the police
chiefs of Gran Morelos and Belisario Dominguez, binding on all the
mayors of the entity to reevaluate people who are in charge of public
security corporations. "We must make sure they are decent people."
That's the big problem.
President Felipe Calderon paradoxically requires governors to certify
police officers, but its government is not doing its part.
Already the state attorney general, Carlos Manuel Salas, has
criticized the delays in applying the tests at the National Center
for Evaluation and Control and Trust, to evaluate the thousands of
federal police, state and city across the country, as that the center
has a capacity to examine only two police officers a day.
If in Chihuahua are about nine thousand agents to evaluate pending,
meaning it will take more than 12 years to examine them all.

The institution was not created for such work, especially without
clear legislation that regulates their participation in this task, he
said.
On the eve of Navy Day in Mexico, Senator Institutional Revolutionary
Party (PRI), Ramiro Hernández García, said that the Marines have
become a fundamental support for the fight against crime, although
the role that currently is assigned in these tasks is not desirable.
"But we also agree that now more than ever the cry of the Mexicans to
regain peace makes valid recourse to the best we have, and certainly
having to resort to armed intervention in Mexico has been a symbol of
confidence.
"I will therefore, on behalf of my fellow senators to testify to the
recognition of the value of the shares of the Navy of Mexico, and
also express our hope that very soon the presence of the Navy is not
needed in the fight against crime or organized crime, "he said.
For his part, Senator of the Democratic Revolution Party (PRD), Pablo
Gomez, said the actions of the Navy of Mexico in what are the
constitutional functions.
These, he said, have given prestige to the institution, but "things
have changed for the Navy and have changed, I think in a negative
sense."

chihuahuenses para saber si están de acuerdo en que el gobierno
negocie con el narcotráfico para que dé tranquilidad a la población,
son significativos y reveladores, pues aunque la mayoría respondió
que no, y una parte considerable, más del 30 por ciento, dijo que sí.
La pregunta la respondieron tres mil 225 lectores de El Diario, de
los cuales, respondieron que sí el 33 por ciento que no, el 62 y que
no sabían el 4.
El hecho de que un 30 por ciento haya manifestado que están de
acuerdo en que el gobierno negocie con los delincuentes revela la
desesperación de una sociedad que está cansada y dolida por la
violencia que diariamente azota las comunidades.
El sondeo fue realizado en la ciudad de Chihuahua y si hubiera sido
en Ciudad Juárez seguramente ese 30 por ciento hubiera sido mayor. Lo
cierto es que la población lo que demanda es un arreglo, que pare ya
la ola de sangre que enluta a los hogares.
Los hechos han mostrado que no son solamente muertes entre los
miembros de los grupos delictivos, sino que en esta "guerra"
declarada por el gobierno federal, sin haberse preparado para ello,
han caído cientos de inocentes, inclusive niños.
Igualmente el aparato de justicia ha sido rebasado, de tal manera que
la mayoría de los homicidios relacionados con el crimen organizado
están sin esclarecer. Las autoridades del fuero común y del federal
se avientan la responsabilidad de las indagatorias y mientras tanto
nada se resuelve. De todo ello la sociedad se da cuenta y se
encuentra hastiada.
Y aunque el 62 por ciento se apega a la legalidad diciendo que el
gobierno no debe pactar con los criminales, ese 33 por ciento refleja
el sentimiento que hay en muchos pobladores: hagan lo que sea pero
que esto ya pare.
Lamentablemente para estas demandas hay oídos sordos, pues ni
siquiera se han depurado los cuerpos policiacos, que es por donde
debieron empezar las autoridades. Una muestra de ello son los dos
directores de Seguridad Pública de los municipios de Belisario
Domínguez y Gran Morelos detenidos por estar involucrados en
actividades de narcotraficantes, según reportes de la Secretaría de
la Defensa Nacional.
No obstante, la depuración sigue siendo una tarea impostergable,
aunque al Gobierno federal hay que urgirle que cumpla con esta
obligación, porque hasta el momento ni siquiera se ha preocupado de
allegarse los recursos técnicos para realizar las pruebas de polígrafo.
En el caso del municipio de Chihuahua, desde enero de este año, la
alcaldía solicitó al Sistema Nacional de Seguridad Pública a través
del Subsidio para la Seguridad Pública en los Municipios (Subsemun),
que se aplicarán exámenes de confiabilidad a los elementos de la
Dirección de Seguridad Pública Municipal (DSPM), pruebas que hasta la
fecha no han sido aplicadas.
El Presidente Municipal, Marco Adán Quezada Martínez, declaró que "la
capacidad de los centros que realizan este tipo de pruebas a nivel
federal y estatal es limitada y se encuentra rebasada".
En este sentido Quezada Martínez aseguró que la detención de los
jefes policiacos de Gran Morelos y Belisario Domínguez, obligan a
todos los presidentes municipales de la entidad a reevaluar a las
personas que tienen al frente de las corporaciones de seguridad
pública. "Debemos de asegurarnos que sean gentes decentes". Ese es el
gran problema.
Paradójicamente el Presidente Felipe Calderón exige a los
gobernadores certificar a los mandos policiacos, sin embargo su
gobierno no hace lo que le corresponde.
Ya el fiscal general del estado, Carlos Manuel Salas, ha denunciado
la lentitud con que se aplican los exámenes en el Centro Nacional de
Evaluación y Control y Confianza, para evaluar a los miles de
policías federales, estatales y municipales de todo el país, puesto
que dicho centro tiene una capacidad para examinar a tan sólo dos
agentes policiacos al día.
Si en Chihuahua son alrededor de nueve mil agentes pendientes de
evaluar, esto quiere decir que tardarán más de 12 años para
examinarlos a todos.

El Senado de la República reconoció la labor de la Marina Armada de
México, pero legisladores del PRI, PRD y PT lamentaron que se le esté
utilizando en la lucha contra el crimen organizado.
La institución no fue creada para esas labores, sobre todo sin una
legislación clara que norme su participación en esa tarea, se precisó.
En la víspera del Día de la Armada de México, el senador del Partido
Revolucionario Institucional (PRI), Ramiro Hernández García,
manifestó que los marinos se han convertido en un apoyo fundamental
para el combate a la delincuencia, aunque el papel que en estos
momentos se le asigna en esas tareas no es deseable.
"Pero también coincidimos en que hoy más que nunca el clamor de los
mexicanos por recuperar la paz hace válido el que se recurra a lo
mejor que tengamos, y sin duda el tener que recurrir a la
intervención de la Armada de México ha sido un símbolo de confianza.
"Quiero, pues, a nombre de mis compañeras y compañeros senadores,
dejar testimonio del reconocimiento al valor de las acciones de la
Armada de México, y también expreso nuestro deseo de que muy pronto
la presencia de la Armada no sea en el combate a la delincuencia o
del crimen organizado", señaló.
Por su parte, del senador del Partido de la Revolución Democrática
(PRD), Pablo Gómez, destacó la actuación de la Armada de México en lo
que son las funciones constitucionales.
Estas, agregó, le han dado prestigio a la institución, pero "las
cosas han cambiado para la Armada y han cambiado, creo que en un
sentido negativo".
"La Armada ha sido utilizada para la persecución de bandas de la
delincuencia organizada y hace lo que no hace la policía,
sencillamente".
