Tucson police chief to participate in Obama-led immigration forum

Tucson Police Chief Roberto Villaseñor will meet with President
Barack Obama at the White House today to discuss the nation's
immigration laws.
Villaseñor is among a bipartisan group meeting with Obama that
includes California Gov. Arnold Schwarzenegger, the mayors of New
York and San Antonio and Philadelphia's police commissioner.
Villaseñor was not available for comment Tuesday morning and his
office said he would not be available for a phone interview after the
meeting.
Villaseñor, who has been critical of SB 1070, said last summer that
all his officers would get the message on how to properly enforce the
law, but that "without a doubt, we are going to be accused of racial
profiling, no matter what we do on this. The best thing we can do is
document thoroughly where we develop our reasonable suspicion or
probable cause."
In a statement issued late Monday, the White House said the president
is holding the meeting to discuss the importance of fixing the
nation's "broken immigration system" to meet the country's 21st
century economic and national security needs.
The White House said business and religious leaders, as well as
current and former public officials from across the political
spectrum were to be invited. The statement was attributed to a White
House senior official who was not further identified.

The National Migration Institute (INM) to perform various operations
to protect illegal immigrants who cross the country in terms of
vulnerability, so that by April 13 have been secured 15,775.

Of that total, 184 were in January thousand, four thousand 612 in
February, six 874 in March and three thousand 105 to 13 April, of
which 90% are men and 10% women, including some minors.

According to the Center for Immigration Studies of the INM, under the
Interior Ministry, the arrests were carried out over three thousand
899 operations, mostly highway and railway, with the aim of
preventing them from becoming victims of crime and organized crime.

In terms of nationalities, six thousand, 579 are Guatemalan, Honduran
three thousand 555, two thousand 182 Salvadorans, 292 Nicaraguans,
76 Cubans and the remaining 3,091 are from the United States,
Dominican Republic, India, Argentina and Ecuador, among other countries.

For months, the three thousand 105 people detained in April, 1,489
are Guatemalan, 952 Honduran, 41 Nicaraguan 455 Salvadoran, plus 168
different origins.

The operations were carried out especially in Chiapas, Hidalgo,
Chihuahua and Sonora with full respect for human rights of foreigners
and at all times safeguard the lives and safety of persons, to ensure
a dignified repatriation, agile, orderly and safe.

In inspections in roads and railways were arrested 2,076 foreigners,
947 were detained by other authorities, of which 1,833 were men and
243 women, among whom there were 89 minors.

While 82 other operations took place at the International Airport of
Mexico City and bus stations.

In March, the INM said six thousand 874 people of various
nationalities detained in joint operations conducted in coordination
with federal, state and city.

In 354 highway operations detained three thousand 661 people and 606
more in 50 inspections made in railways, while in collaboration with
other federal authorities INM detained thousand 607 foreigners.

Of these, 46% are from Guatemala, 31% Honduras, 16% Salvadorans and
1% Nicaraguan , same for Cubans, Ecuadorians and Indians, while three
percent are from diverse backgrounds.

For February and in compliance with the measures available by current
immigration legislation, immigration staff detained three thousand
89 people operating in 298 Central American highway and 38 in railways.

Another 231 foreigners were secured through checks and inspections
carried out at airports and bus stations, among others, and the
product of joint operations with other agencies is made available to
the INM to 1,292 thousand people.

Were detained in January, thousand 184 foreigners, particularly
Central American, by immigration agents who participated in 525
operations, 467 made in roads and 58 on railways, establishing
special coordination with the railways to stop trains, to avoid
accidents .

Of the detained, 523 are Hondurans, 457 Guatemalans, 162 Salvadorans,
21 Nicaraguans, eight Cubans, three Dominicans, four Ecuadorians,
three Americans, an Argentine and two Indians.

Minors were channeled to shelters or modules available to the DIF or
in shared spaces in the centers administered while establishing
contact with family or responsible authority to return safely to
their place of origin .

General Population Law, Article 151, establishes the authority to the
National Immigration Institute for the inspections of foreigners
traveling through the country, in order to provide proper care if
they do not prove their immigration status.

El Instituto Nacional de Migración (INM) realiza diversos operativos
para proteger a los indocumentados que cruzan el país en condiciones
de vulnerabilidad, por lo que al 13 de abril han sido asegurados 15
mil 775.

De ese total, mil 184 fueron en enero, cuatro mil 612 en febrero,
seis mil 874 en marzo y tres mil 105 al 13 de abril, de los cuales
90% son hombres y 10% mujeres, entre ellos algunos menores de edad.

De acuerdo con el Centro de Estudios Migratorios del INM, dependiente
de la Secretaría de Gobernación, las detenciones se llevaron a cabo
en más de tres mil 899 operativos, en su mayoría carreteros y
férreos, con el objetivo de evitar que sean víctimas de la
delincuencia y el crimen organizado.

En cuanto a nacionalidades, seis mil 579 son guatemaltecos, tres mil
555 hondureños, dos mil 182 salvadoreños, 292 nicaragüenses, 76
cubanos y los restantes tres mil 91 proceden de Estados Unidos,
República Dominicana, India, Argentina y Ecuador, entre otros países.

Por mes, de las tres mil 105 personas aseguradas en abril, mil 489
son guatemaltecas, 952 hondureñas, 455 salvadoreñas y 41
nicaragüenses, además de 168 de diversa procedencia.

Los operativos se realizaron en especial en Chiapas, Hidalgo,
Chihuahua y Sonora con pleno respeto a los derechos humanos de los
extranjeros y salvaguardando en todo momento la vida e integridad de
las personas, a fin de garantizar su repatriación de manera digna,
ágil, ordenada y segura.

En revisiones efectuadas en carreteras y vías férreas fueron
detenidos dos mil 76 extranjeros y 947 fueron asegurados por otras
autoridades; de ellos mil 833 son hombres y 243 mujeres, entre los
cuales había 89 menores de edad.

Mientras que otros 82 operativos tuvieron lugar en el Aeropuerto
Internacional de la Ciudad de México y en centrales de autobuses.

En marzo, el INM aseguró a seis mil 874 personas de diversas
nacionalidades en operativos conjuntos realizados en coordinación con
autoridades federales, estatales y municipales.

En 354 operativos carreteros se detuvo a tres mil 661 personas y 606
más en 50 revisiones efectuadas en vías férreas, mientras que en
colaboración con otras autoridades federales el INM aseguró a otros
dos mil 607 extranjeros.

De ellos, 46% son guatemaltecos, 31% hondureños, 16% salvadoreños y
1% nicaragüenses, al igual que cubanos, ecuatorianos e indios, en
tanto que tres por ciento son de diversa procedencia.

Para febrero y en cumplimiento de las medidas que dispone la actual
legislación migratoria, personal migratorio aseguró a tres mil 89
personas centroamericanas en 298 operativos carreteros y 38 en vías
férreas.

Otros 231 extranjeros fueron asegurados mediante revisiones y
verificaciones efectuadas en aeropuertos y centrales de autobuses,
entre otros, y producto de operativos conjuntos con otras
dependencias se puso a disposición del INM a mil 292 personas más.

En enero fueron asegurados mil 184 extranjeros, en especial
centroamericanos, por agentes migratorios que participaron en 525
operativos, 467 efectuados en carreteras y 58 en vías férreas, donde
se establece coordinación especial con las empresas ferroviarias para
detener los trenes, a fin de evitar accidentes.

De los asegurados, 523 son hondureños, 457 guatemaltecos, 162
salvadoreños, 21 nicaragüenses, ocho cubanos, tres dominicanos,
cuatro ecuatorianos, tres estadounidenses, un argentino y dos indios.

Los menores de edad fueron canalizados a los albergues o módulos con
que cuenta el DIF o bien en los espacios compartidos que administran
en las estaciones migratorias, mientras se establece contacto con sus
familiares o autoridad responsable para que regresen de manera segura
a su lugar de origen.

La Ley General de Población, en su Artículo 151, establece las
facultades al Instituto Nacional de Migración para efectuar
revisiones a los extranjeros que transiten por el país, con el objeto
de brindarles la atención adecuada en caso de que no acrediten su
situación migratoria regular.
