Border Patrol seizes $1 million in drugs
A 23-year-old United States citizen was arrested Sunday at the Border
Patrol checkpoint south of Tucson on Interstate 19 with 1.75 pounds
of heroin hidden under his clothes, officials say.

Tucson Border Patrol agents arrested three people, including a U.S.
citizen, and seized more than $1 million worth of drugs over the
weekend, a news release said.

Two Mexican nationals were arrested Friday at the checkpoint on
Interstate 19 south of Tucson when agents say they each tried to
smuggle 4.5 pounds of brown-tar heroin, the release said.

On Sunday, a 23-year-old United States citizen was arrested at the
same checkpoint with 1.75 pounds of heroin hidden under his clothes.
Combined, the nearly 11 pounds of heroin is worth about $130,000. The
smugglers face federal prosecution by the U.S. Attorney's Office.

Also on Sunday, a tip led Casa Grande agents to an abandoned 2004
Chevrolet Suburban stuffed with 1,800 pounds of marijuana worth about
$915,000.

The vehicle had been reported stolen from Avondale. It was
confiscated by the Pinal County Sheriff's Department while the pot
was turned over to the Drug Enforcement Administration.

MEXICO CITY (SUN) The National Commissioner of Security, Manuel
Mondragón y Kalb said that public safety will be "zero tolerance" for
police corruption.

As part of his ratification in the Joint Committee on Interior and
Public Security of the Senate, former Secretary of Public Safety said
GDF will be a renewal in the philosophy of the Federal Police to
enhance its discipline and efficiency in these tasks.

He explained that the National Gendarmerie will not do the same
functions as the Federal Police, as it will only will stay in one
place, permanently if necessary, which is not true of the PF.

During his involvement with legislators where all recognized his
career, Mondragón y Kalb said gendarmerie elements are currently
being trained by their military commanders.

The commissioner said that the Gendarmerie has to be military
training, as the Federal Police, which will be so because we would
start training capacity immediately, we will be driving through the
collaboration of Army with 8,500 people and Navy with 1,500 personnel.

The federal official also said that the Interior Ministry closely see
the status of community policing, so a diagnosis is being prepared to
establish measures for their solution.




Note: remains to be seen if the horses and chickens will be charged
or just end up in IKEA meatballs.

Members of the Mexican Army conducted a raid this morning at a farm
where 32 racehorses seized, 22 fighting cocks, seven guns and 3,000
rounds of different calibers in Apodaca, Nuevo Leon.

The incident occurred at the intersection of Aquiles Serdan and
Gutierrez, in the Santa Rosa of that municipality.

In the military action was captured a person, apparently a rancher
who looked after the animals that were seized.

At site arrived elements of the Ministerial Police agents and federal
prosecutors to begin investigations after the raid.

A military source reported that horses and roosters belong to Los
Zetas criminal group, which operates in the northern states of the
country.

They was also secured 8 vehicles, body armor, several trailers for
transporting horses and cell phones.

Miembros del Ejército Mexicano realizaron esta mañana un cateo en una
finca en donde decomisaron 32 caballos de carreras, 22 gallos de
pelea, siete armas largas y 3 mil balas de diferentes calibres en
Apodaca, Nuevo León.

Los hechos ocurrieron en el cruce de Aquiles Serdán y Eulalio
Gutiérrez, en el sector de Santa Rosa del citado municipio.

En la acción militar se logró capturar a una persona, aparentemente
un ranchero que cuidaba los animales que fueron asegurados.

Al sitio arribaron elementos de la Policía Ministerial y Agentes del
Ministerio Público federal para iniciar las investigaciones tras el
cateo.

Una fuente militar informó que los caballos y los gallos pertenecen
al grupo delictivo Los Zetas, que opera en estados del norte del país.

Asimismo, fueron asegurados 8 vehículos, chalecos antibalas, varios
remolques para el traslado de caballos y teléfonos celulares.

MÉXICO, D.F.(SUN) El Comisionado Nacional de Seguridad, Manuel
Mondragón y Kalb, aseguró que en materia de seguridad pública habrá
"tolerancia cero" a la corrupción policial.

En el marco de su ratificación en las comisiones unidas de
Gobernación y Seguridad Pública del Senado, el ex secretario de
Seguridad Pública del GDF dijo que habrá una renovación en la
filosofía de la Policía Federal para acentuar su disciplina y
eficiencia en estas tareas.

Explicó que la Gendarmería Nacional no hará las mismas funciones que
la Policía Federal, ya que será únicamente de proximidad, es decir,
se quedará permanente en un mismo sitio, situación que no sucede con
la PF.

Durante su participación con legisladores donde todos reconocieron su
trayectoria, Mondragón y Kalb señaló que los elementos de la
gendarmería están siendo capacitados actualmente por sus mandos
castrenses.

El comisionado aseguró que la Gendarmería tiene que ser de formación
castrense, como la Policía Federal, lo que será de forma inicial
porque no tendríamos capacidad de formación inmediata, los estaremos
manejando a través de la colaboración de Ejército con ocho mil 500
personas y de la Armada con mil 500 elementos.

El funcionario federal también adelantó que la Secretaría de
Gobernación ve con atención la situación de las policías
comunitarias, por lo que ya se prepara un diagnóstico que establecerá
medidas para su solución.
