CARTAGENA, April 15. - The fact that at the end of the Sixth Summit
of the Americas has been agreed that the Organization of American
States (OAS) to review new strategies against drug trafficking, "does
not mean you have noted the failure of our strategy "organized crime
in Mexico, President Felipe Calderon said.

He announced that in Cartagena de Indias it was agreed to create an
inter-American system to combat drug trafficking and that "Mexico
will host discussions among experts, there will be a center to
coordinate the hemispheric plan of action against transnational crime."

Insisted that the violence that exists in Mexico is not caused by the
government of Mexico but that the "federal government action is a
response to such violence."

On the insistence of several OAS nations include to Cuba in the next
Summit of the Americas said: "Mexico has always had a policy of
inclusón and dialogue with all nations without exception ... Mexico
was the only country to oppose exlcuisón of Cuba to the OAS at the
time, is a position that Mexico has ratified ... is a policy we
support, to include all nations. "

While stressing that this does not mean that "we have different
views", he insisted that the Mexican government has a policy of full
respect for human rights and that "some discrepancies in some
circumstances may prevail in Cuba."

They agree that the OAS should start analysis result of the fight
against drugs

In releasing the results of the Sixth Summit of the Americas,
President of Colombia, Juan Manuel Santos, said the regional leaders
agreed to give the mandate of the Organization of American States to
begin the process of analysis "of the current we are implementing
policy in the Americas "on drugs.

He stressed that "explore new approaches to strengthen this fight
and be more effective."

The president said another summit agreement was to encourage the
creation of infrastructure and connections via rail and roads across
the continent, as well as increase access to technology for new
generations.

The implementation of these agreements, he said, require ongoing
communication between different nations. He announced that Ricardo
Martinelli, president of Panama, provided that next summit will be
held in his country within three years.

CARTAGENA, 15 de abril.- El hecho de que al finalizar la Sexta Cumbre
de las Américas se haya acordado que la Organización de Estados
Americanos (OEA) revise nuevas estrategias contra el narcotráfico,
"no implica que se haya señalado el fracaso de nuestra estrategia"
contra el crimen organizado en México, dijo el presidente Felipe
Calderón.

Dio a conocer que en Cartagena de Indias se acordó la creación de un
Sistema Interamericano de combate al narcotráfico y que "México
será sede de deliberaciones entre expertos, habrá un centro que
coordine el plan de acción hemisférico, contra delincuencia
trasnacional".

Insistio en que la violencia que se vive en Mëxico no es causada por
el gobierno de México sino que la "acción del gobierno federal es
una respuesta a esa violencia".

Sobre la insistencia de varias naciones de OEA de incluir a Cuba en
la próxima Cumbre de las Américas comentó que: "México siempre ha
tenido una política de inclusón y dialogo con todas las naciones sin
excepción...México fue el único país que se opuso a la exlcuisón
de Cuba en la OEA en su momento, es una postura que México ha
ratificdo...es una política que sostenemos, de inclusión de todas
las naciones".

Aunque destacó que eso no implica que "no tengamos tenemos puntos de
vista diferentes", insistió en que el gobierno mexicano tiene una
política de pleno respeto a los derechos humanos y eso " por
suspuesto refeja discrepacnacia scon las circunstancias qe puedan
prevalecer en Cuba".

Acuerdan que la OEA inicie análisis de resultado de lucha contra las
drogas

Al dar a conocer los resultados de la VI Cumbre de las Américas, el
presidente de Colombia, Juan Manuel Santos, informó que los
mandatarios de la región acordaron dar el mandato a la Organización
de Estados Americanos de iniciar el proceso de análisis "de la actual
política que estamos aplicando en las Américas" contra el
narcotráfico.

Destacó que se "explorarán nuevos enfoques para fortalecer esta
lucha y ser más efectivos".

El mandatario manifestó que otro acuerdo de la cumbre fue impulsar
la creación de infraestructura y las conexiones a través de
ferrocarril y carreteras en todo el continente, así como incrementar
el acceso a las tecnologías para las nuevas generaciones.

La implementación de dichos acuerdos, dijo, requieren mantener una
comunicación permanente entre las diferentes naciones. Dio a conocer
que Ricardo Martinelli, presidente de Panamá, ofreció que a
siguiente cumbre se realice en su país dentro de tres años.
