PHOENIX (AP) -- Authorities say a man who was free on bond from New
Mexico has been arrested in an Arizona smuggling case.

Maricopa County sheriff's spokesman Chris Hegstrom says 26-year-old
Adam Ortiz was arrested by detectives with the human smuggling unit
Thursday night. He was accused of transporting five people from Mexico.

Detectives say the Mexican nationals paid up to $4,000 to be smuggled
across the border near Agua Prieta and were believed to be heading to
Texas, Kansas, Illinois and New Jersey.

Hegstrom says Ortiz has been booked on state charges that include
smuggling and aggravated assault on a law enforcement officer. In New
Mexico, he's facing aggravated armed robbery and tampering with
evidence charges.

The five passengers in Ortiz's vehicle have been booked as co-
conspirators for human smuggling. Authorities believe they are in the
U.S. illegally.

NUEVO LAREDO, TX., (Proceso.com.mx.) - In today banners placed in
Nuevo Laredo attributed to kingpin Joaquin "El Chapo" Guzman, leader
of the Sinaloa cartel, condem Miguel Angel Trevino , "Z40" who
ordered killing of nine innocent peasants.

Guzman, according to the text, confirmed his alliance with the Gulf
cartel to eliminate "Los Zetas" of Tamaulipas, the state controlled
by that criminal group.

The "narcobanners" were removed by city police this morning, but the
message had already been seen by dozens of people who went through
those places.

The text stated:
"THE Z-40 and corrupt officials
"you have to pay, filthy *%#$& if you do not go away, we will
remove you , LOOK those who kill the laborers in Victoria, (sick
SOB's) , Z-40, you missed ... but we will continue cleaning you from
NUEVO LAREDO , support from "H" will not save you.

"If then each minute that you live longer, more innocents die. we
are coming to your face no help OR SUPPORT from COMMANDER WENCESLAO
GAZNAREZ nor your MAYOR can stop.
"CORRUPT BENJAMIN GALVAN we will serve you up.
WE ALL SUPPORT CDG, CLEANING OF MEXICO from Zetas.
ATTE. El Chapo Guzman "(sic).

The alleged outrage of Guzman's because nine people were killed and
abandoned on Sunday on a highway in Tamaulipas were workers who went
to Matamoros to process a work visa in the United States, according
to their families revealed.

The dead were from the suburbs and Guadalcázar The Huizache, the
state of San Luis Potosi, people that are on the border with
Tamaulipas, told his relatives that went to the offices of the State
Attorney to claim the bodies.

homicide rate shows a decrease of 51 percent compared to 2010, the

Mexico is among the first of 28 countries in the world in human
trafficking, and fifth in Latin America, participants reported on the
opening of the workshop on the General Law on Trafficking in Persons
in Mexico and its implications in the states.
When she spoke, Rep. Laura González Martínez, president of the Human
Rights Commission of Congress, said that Latin American drug gangs
engage people, victims, mostly intended for commercial sexual
exploitation and forced labor.
The PAN lawmaker said this illegal business involving 246 million
children aged between five and 16 years, of which 16% are
concentrated in Asia and the Pacific and 8% in Latin America.

CULIACÁN.- Si bien al cierre del primer trimestre del año el índice
de homicidios dolosos muestra un descenso del 51 por ciento con
relación a 2010, el año "punta" con el mayor número de asesinatos en
Sinaloa, en realidad, este delito aún está lejos del nivel que
mantenía antes del estallido violento de 2008.

Estadísticas de la Procuraduría General de Justicia del Estado
muestran que enero, febrero y marzo de 2013

"Combatiremos la inseguridad y la violencia de forma inteligente e
integral. Lo haremos teniendo un gobierno con liderazgo y capacidad
para ejercer su autoridad", dijo López Valdez durante su toma de
protesta el 31 de diciembre de 2010.

El índice de homicidios dolosos del primer temestre de 2011, su
primer año de gobierno, bajó en un 25 por ciento, de 622 a 465. Pero
los años posteriores fue frenando la intensidad, al 21 por ciento de
los primeros tres meses de 2011 a 2012, y ahora cayó a 16 por ciento
menos homicidios dolosos en el primer trimestre de 2013 con relación
al mismo periodo del año anterior.

México se ubica entre los primeros 28 países del mundo en la trata de
personas, y el quinto en América Latina, informaron participantes en
la inauguración del Taller Sobre la Ley General en Materia de Trata
de Personas en México y sus Implicaciones en las Entidades Federativas.
Al hacer uso de la palabra, la diputada Laura González Martínez,
presidenta de la Comisión de Derechos Humanos del Congreso, refirió
que en América Latina las bandas de traficantes de personas enganchan
a más víctimas, en su mayoría destinadas a la explotación sexual
comercial y al trabajo forzado.
La legisladora de extracción panista señaló que este negocio ilegal
implica a 246 millones de niños, cuyas edades oscilan entre los cinco
y los 16 años, de los cuales el 16% se concentran en Asia y el
Pacífico y 8% en América Latina.
Desintegración familiar
Subrayó que 45 de cada cien mujeres que son maltratadas, maltratan a
su vez a sus hijos, y una quinta parte de los mexicanos afirma que al
interior de sus familias no se demuestra el afecto, "las
consecuencias en costos asociados a la atención de la violencia para
el país ascienden a más de 90 mil millones de pesos anuales, según
cifras del Sistema Nacional de Información en Salud".
Por su parte la presidenta de la Comisión de Equidad y Género del
Congreso local, Cristina Portillo Ayala, refirió que la oferta sexual
no solamente es un vehículo en la Comisión del delito de trata de
personas, sino también es una profunda discriminación hacia la
condición de las mujeres, los infantes, los indígenas y la población
migrante
Apuntó que la trata opera como el tercer negocio más lucrativo para
la delincuencia organizada a escala mundial, sólo superado por el
tráfico de drogas y el de armas, produce ganancias anuales por unos 9
mil 500 millones de dólares

NUEVO LAREDO, Tamps., (proceso.com.mx).- En mantas colocadas hoy en
Nuevo Laredo atribuidas al capo Joaquín, "El Chapo", Guzmán, líder
del cartel de Sinaloa, condenó que Miguel Ángel Treviño, "Z40",
ordenara asesinar a nueve campesinos inocentes.

Guzmán, de acuerdo con ese texto, refrendó su alianza con el cártel
del Golfo para eliminar a "Los Zetas" de Tamaulipas, estado
controlado por este último grupo criminal.

Las "narcomantas" fueron retiradas por la policía municipal esta
mañana, pero el mensaje ya había sido visto por decenas de personas
que pasaron por esos lugares.

El texto señalaba:

"AL Z-40 Y AUTORIDADES CORRUPTAS

"TENIA QUE SER USTE COMPA, LO MUGROSO NO SE LE QUITA, SE LO VAMOS A

La presunta indignación de Guzmán se debe a que las nueve personas
que fueron asesinadas y abandonadas el pasado domingo en una
carretera de Tamaulipas eran campesinos que se dirigían a Matamoros a
tramitar una visa de trabajo en Estados Unidos, según revelaron sus
familiares.

Los fallecidos provenían de los ejidos El Huizache y Guadalcázar, del
estado de San Luis Potosí, pueblos que están en los límites con
Tamaulipas, dijeron sus parientes que acudieron a las oficinas de la
Procuraduría estatal para reclamar los cuerpos.
