Agua Prieta, Son. (Process). - The border between Sonora and Arizona
is the front door to the drug trade between Mexico and the United
States. Agents from both countries agree that it is an area where
there is very little violence and is under the control of the Sinaloa
cartel.

"About two months ago people came from Los Zetas and the Beltran
Leyva to Nogales, Sonoita and San Luis Rio Colorado. They came to
dispute control of the area, but the people of the Sinaloa cartel
swept them away, "says a Mexican agent process who requested anonymity.

On the northern border of this state, Joaquin El Chapo Guzman is the
master of the drugs. "The border with Sonora is the leading broker of
marijuana and some synthetic drugs. And yes, prevails here the
Sinaloa cartel, "says an agent of the U.S. Drug Enforcement Agency
(DEA), who like his Mexican colleague asked that his name be kept
confidential.

He added that along the 626 km border it shares with these arid
Arizona Mexican territory most of the marijuana, heroin and
methamphetamine entering the United States is moved by the Sinaloa
cartel.

"This is the most porous of all the border between Mexico and the
United States. The desert of Arizona, which is very difficult to
police as a whole, is the best ally of Chapo Guzman and his people to
move drug shipments, "he stresses.

U.S. officials and Mexico consulted by this weekly did not venture to
make an estimate of how much marijuana the Sinaloa cartel moves to
Arizona.

Every day, Border Patrol agents guarding U.S. confiscate this area
trafficked marijuana and psychotropic pills in this region by Chapo's
people.

In an interview with Proceso the head of Public Relations for the
Bureau of Customs and Border Protection in Tucson (CBP, for its
acronym in English), Mario Escalante, states:
"Nationally could say that our judgments and are based solely on the
seizures that we, by this boundary moves 40% of marijuana coming from
Mexico to the U.S., although other drugs are trafficked, but not in
significant quantities. "

Family domain

The central core and control of the square of the northern frontier
of Sonora is located in Agua Prieta, Mexico officials say the United
States and interviewed by the weekly.

From this city the Sinaloa cartel monitors and coordinates drug
traffic to Arizona. "Move drugs with the trucks, with undocumented
immigrants, with pack animals (horses and mules) and sporadically in
ultralight aircraft," the Mexican agent.

According to sources, the command structure of the Sinaloa cartel in
charge of the square is dominated in Sonora by two families: the
Paredes Machado and Alfredo Salazar headed by Jesus El Indio. For
years, stress, absolute loyalty to Chapo Guzman and Ismael El Mayo
Zambada.

Since the eighties these families are responsible for monitoring the
traffic of drugs coming mainly from Sinaloa to Sonora strategic
points: Agua Prieta, Sonoita, Sasabe, Naco, Nogales, San Luis Rio
Colorado, Costa Rica and Riito.

Further south the state Salazar Paredes Machado and imposing the law
in Imuris, Cananea Caborca, Altar, Santa Ana and Esqueda, in addition
to Puerto Penasco, Freedom, Guaymas, San Carlos and Kino Bay.

The Mexican agent says in Agua Prieta, unlike other border cities,
there is an atmosphere of tranquility.

"Live here several family members of Paredes Machado, El Goyo and El
20, who are the right arm of Chapo and are those responsible for
keeping out the Zetas and the Beltran Leyva statewide," said another
agent interviewed.

The reporter tried unsuccessfully to find out more about El Goyo and
El 20. However, he learned that more than two months ago groups of
assassins and drug traffickers under the command of these subjects
repelled the attempted invasion of the area by the Los Zetas and the
Beltran Leyva.

The Salazar family is originally from Chihuahua, and its ties with
the Sinaloa cartel established by its patriarch, Adan Salazar
Zamorano, Don Adan. The people of Agua Prieta are convinced that the
climate of calm that prevails in this town is due to the strength and
influence of Salazar.

Don Adan, was arrested by Federal Police on 15 February 2011 in the
city of Queretaro, was the representative of El Chapo Guzman
throughout Sonora, was responsible for ensuring the border crossing
in Arizona and delivery of marijuana and other narcotics. After his
arrest his sons, Jesus Alfredo and Adan Salazar Ramirez, took over
operations of the Sinaloa cartel in the state.

In full cooperation with Salazar, although sporadic disputes because
they share joint control of the area, the Paredes Machado
responsibilities include bringing into Mexico from southern Arizona
the cash from the sale of marijuana and other drugs in USA. "This
family is like the financial arm of El Chapo in this region," said
one of the sources consulted by the reporter.

On January 11, 2011 elements of the Federal Police arrested in the
State of Mexico Marco Antonio Paredes Machado, who leads the other
group's criminal drug trafficking organization that is controlled by
Guzman Loera. Earlier, in December 2010, Rodolfo, another Paredes
Machado brother, was arrested by federal police. Rudolph was
responsible for passing marijuana and cocaine to the United States
through tunnels.

American Irresponsibility

In this town, as in other cities of the northern frontier of Sonora,
both Mexican and U.S. authorities say that despite the arrest of
Marco Antonio and Raul, this group associated with the Sinaloa
cartel still owns the area.

U.S. drug agents believe that the success of the organization led by
El Chapo Guzman in the transfer of marijuana and other drugs by
runners of Sonora and Arizona due to his relationship with American
ranchers own extensive desert areas bordering the Mexico. "They pay
their right to cross and go. So marijuana is run through, "said a
U.S. agent.

Once Chapo's people locate the drugs at secure positions across the
northern border of Sonora, and travel to the cities of Phoenix and
Tucson-distribution centers for different parts of the American
Union, the guarantee by some of the Indian reservations of Arizona.

South of Nogales, Sasabe and Sonoyta, in the heart of Pima County,
Pinal, Maricopa, Gila and Yavapai Indian tribes allied with the
Sinaloa cartel are basically two: Tohono O'odham Nation, located 93
kilometers west Tucson, and the Gila River Indian Community, 64
kilometers south of Phoenix.

None of the agents and U.S. officials consulted by the reporter
wanted to make direct accusations against the leaders of these Indian
reservations. "There have been cases where the authorities of these
reservations report incidents of drug trafficking in Mexico," says
the head of CBP, Mario Escalante.

Mexican authorities on the southern U.S. border are responsible for
ensuring the welfare and respect for human rights of migrants
complain that drug seizures by the U.S. authorities are minimal, and
they do not doing enough to curb demand and consumption of drugs.

"The day that the U.S. authorities understand that they need to act
tough against drug consumers, and stop criminalizing Mexican
migration who only come to do an honest job, will help to Mexico in a
more pragmatic to fight a problem that costs lives of Mexicans, "says
Oscar Antonio de la Torre Amezcua, consul of Mexico in Douglas, Arizona.

Mexican consular officials in Arizona consider that federal agencies
on the U.S. border are not fulfilling their role in stemming the flow
of drugs into their territory, and the money and weapons into Mexico.

Official statistics for 2011 and that focus on only two border
crossings in Arizona, Douglas and Naco, give reason to the consular
authorities of Mexico.

During 2011 the U.S. agents seized 322,761 USD in Douglas and Naco
not a penny. That same year Douglas confiscated six firearms and only
three in Naco. 6,445 kilos of marijuana were seized in Douglas and
Naco 1,274 kilos.

For this year, official statistics cover only the months of January
and February. In the first two months of 2012 were seized 14,336 U.S.
dollars in Douglas, and zero cents in Naco. During that same period
the U.S. authorities not seized any firearm in those two cities in
Arizona. With respect to the drugs, only 1,396 thousand kilos of
marijuana in the city of Douglas.






El desierto, el gran aliado de "El Chapo"

AGUA PRIETA, SON. (Proceso).- La frontera entre Sonora y Arizona es
la puerta principal para el trasiego de drogas entre México y Estados
Unidos. Agentes de ambos países coinciden en que es una zona donde
hay muy poca violencia y se encuentra bajo el control del cártel de
Sinaloa.

"Hace unos dos meses llegó gente de Los Zetas y de los Beltrán Leyva
a Nogales, Sonoita y San Luis Río Colorado. Vinieron a disputar la
plaza pero la gente de Sinaloa los barrió", dice a Proceso un agente
mexicano que pidió el anonimato.

En la frontera norte de esta entidad, Joaquín El Chapo Guzmán es el
amo y señor del narcotráfico. "La frontera con Sonora es el principal
corredor de mariguana y de algunas drogas sintéticas. Y sí, aquí
prevalece el dominio del cártel de Sinaloa", cuenta al reportero un
agente de la agencia antidrogas estadunidense (DEA), quien al igual
que su colega mexicano solicitó que su nombre se mantuviera en reserva.

Agrega que a lo largo de los 626 kilómetros de frontera que comparte
Arizona con esta tierra árida del territorio mexicano casi toda la
mariguana, heroína y metanfetaminas que entran por aquí a Estados
Unidos las mueve el cártel de Sinaloa.

"Es la zona más porosa de toda la frontera entre México y Estados
Unidos. El desierto de Arizona, que es muy difícil de vigilar en su
totalidad, es el mejor aliado del Chapo Guzmán y su gente para pasar
los cargamentos de droga", subraya.

Funcionarios de Estados Unidos y de México consultados por este
semanario no se aventuraron a realizar un cálculo de cuánta mariguana
mueve el cártel de Sinaloa por Arizona.

Todos los días agentes de la Patrulla Fronteriza de Estados Unidos
que vigilan esta zona decomisan mariguana y pastillas sicotrópicas
traficadas en esta región por gente del Chapo.

En entrevista con Proceso el jefe de Relaciones Públicas de la
Oficina de Aduanas y Protección Fronteriza en Tucson (CBP, por sus
siglas en inglés), Mario Escalante, plantea:

"A nivel nacional podría decir que con los cálculos que hacemos y que
se basan exclusivamente en los decomisos que logramos, por esta
frontera se mueve 40% de la mariguana que llega de México a Estados
Unidos, aunque también se trafican otras drogas, pero no en
cantidades significativas".



Dominio familiar



La base central y el control de la plaza de la frontera norte de
Sonora se encuentran en Agua Prieta, comentan los funcionarios de
México y Estados Unidos entrevistados por este semanario.

Desde esta ciudad el cártel de Sinaloa vigila y coordina el paso de
drogas por Arizona. "La mueven en camionetas, por medio de
inmigrantes indocumentados, con animales de carga (caballos y mulas)
y esporádicamente en aviones ultraligeros", indica el agente mexicano.

Según las fuentes consultadas, la estructura de mando del cártel de
Sinaloa a cargo de la plaza de Sonora la dominan dos familias: la
Paredes Machado y la Salazar que encabeza Jesús Alfredo El Indio.
Desde hace años, recalcan, le guardan absoluta lealtad al Chapo
Guzmán y a Ismael El Mayo Zambada.

Desde los años ochenta estas familias se encargan de vigilar el
trasiego de drogas que llega principalmente desde Sinaloa a los
puntos estratégicos de Sonora: Agua Prieta, Sonoita, Sásabe, Naco,
Nogales, San Luis Río Colorado, Costa Rica y Riíto.

Más al sur del estado los Paredes Machado y los Salazar imponen su
ley en Imuris, Cananea, Caborca, Altar, Santa Ana y Esqueda; además
de Puerto Peñasco, Libertad, Guaymas, San Carlos y la Bahía de Kino.

El agente mexicano dice que en Agua Prieta, a diferencia de otras
ciudades fronterizas, se respira un ambiente de tranquilidad.

"Es que aquí viven varios integrantes de la familia Paredes Machado,
El Goyo y El 20, quienes son el brazo derecho del Chapo y los
encargados de mantener a raya a los Zetas y a los Beltrán Leyva en
todo el estado", comenta otro de los agentes entrevistados.

El reportero intentó, sin éxito, averiguar más datos acerca del Goyo
y El 20. No obstante, se enteró de que hace más de dos meses grupos
de sicarios y narcotraficantes bajo las órdenes de estos sujetos
repelieron el intento de invasión de la plaza por parte de Los Zetas
y Los Beltrán Leyva.

La familia Salazar es originaria de Chihuahua, y sus nexos con el
cártel de Sinaloa los estableció su patriarca: Adán Salazar Zamorano,
Don Adán. Los habitantes de Agua Prieta están convencidos de que el
clima de tranquilidad que priva en esta localidad se debe a la fuerza
e influencia de los Salazar.

Don Adán, detenido por la Policía Federal el 15 de febrero de 2011 en
la ciudad de Querétaro, era el representante de El Chapo Guzmán en
todo Sonora; se encargaba de garantizar el cruce fronterizo y la
entrega en Arizona de la mariguana y otros narcóticos. Luego de su
detención sus hijos, Jesús Alfredo y Adán Salazar Ramírez, se
hicieron cargo de las operaciones del cártel de Sinaloa en el estado.

En total cooperación con los Salazar, aunque con roces esporádicos
por el hecho de compartir el control de la plaza, la familia Paredes
Machado tiene entre sus responsabilidades introducir a México por el
sur de Arizona el efectivo procedente de la venta de mariguana y
otras drogas en Estados Unidos. "Esta familia es como el brazo
financiero de El Chapo en esta región", apunta una de las fuentes
consultadas por el reportero.

El 11 de enero de 2011 elementos de la Policía Federal arrestaron en
el Estado de México a Marco Antonio Paredes Machado, quien lidera al
otro grupo delictivo del organigrama de narcotráfico que controla
Guzmán Loera. Ya antes, en diciembre de 2010, Rodolfo, otro de los
hermanos Paredes Machado, había sido detenido por la policía federal.
Rodolfo era el encargado de pasar mariguana y cocaína a Estados
Unidos por medio de túneles.



Irresponsabilidad estadunidense



En esta localidad, al igual que en otras ciudades de la frontera
norte de Sonora, tanto autoridades mexicanas como estadunidenses
afirman que pese al arresto de Marco Antonio y Raúl, este grupo
asociado al cártel de Sinaloa aún es dueño de plaza.

Agentes antidrogas de Estados Unidos consideran que el éxito de la
organización liderada por El Chapo Guzmán en el trasiego de mariguana
y otras drogas por los corredores de Sonora y Arizona se debe a su
relación con los rancheros estadunidenses dueños de extensas áreas
desérticas que colindan con el territorio mexicano. "Pagan su derecho
de cruce y ya está. Así se corre la mariguana por acá", explica un
agente estadunidense.

Una vez que la gente del Chapo logra ubicar la droga en puntos
seguros al otro lado de la frontera norte de Sonora, su paso y
recorrido hasta las ciudades de Phoenix y Tucson –centros de
distribución para distintos puntos de la Unión Americana–, la
garantizan algunas de las reservaciones indias de Arizona.

Al sur de Nogales, Sásabe y Sonoita, en el corazón del Condado de
Pima, de Pinal, Maricopa, Gila y Yavapai, las tribus indias aliadas
del cártel de Sinaloa son básicamente dos: Tohono O'odham Nation,
ubicada a 93 kilómetros al Oeste de Tucson, y la Gila River Indian
Community, a 64 kilómetros al sur de Phoenix.

Ninguno de los agentes o funcionarios estadunidenses consultados por
el reportero quisieron hacer acusaciones directas contra los jefes de
estas reservaciones indias. "Ha habido casos en los que las
autoridades de estas reservaciones reportan incidentes de tráfico de
drogas de México", dice el jefe de CBP, Mario Escalante.

Las autoridades mexicanas que en la frontera sur de Estados Unidos se
encargan de velar por el bienestar y el respeto a los derechos
humanos de los migrantes se quejan de que los decomisos de droga por
parte de las autoridades estadunidenses son mínimos, y de que éstas
no hacen lo suficiente para contener la demanda y consumo de enervantes.

"El día que las autoridades de Estados Unidos entiendan que necesitan
actuar con mano dura frente sus consumidores de drogas, y que dejen
de criminalizar a la migración mexicana que sólo viene a hacer un
trabajo honesto, ayudarán a México de una manera mas pragmática a
combatir un problema que cuesta muchas vidas a los mexicanos", dice
Óscar Antonio de la Torre Amezcua, cónsul de México en Douglas, Arizona.

Autoridades consulares mexicanas en Arizona consideran que las
agencias federales fronterizas de Estados Unidos no cumplen con su
función para contener el flujo de drogas hacia su territorio, y el de
dinero y armas hacia México.

Las estadísticas oficiales correspondientes a 2011 y que se
concentran únicamente en dos puntos fronterizos de Arizona, Douglas y
Naco, dan la razón a las autoridades consulares de México.

Durante 2011 los agentes estadunidenses decomisaron 322 mil 761
dólares en Douglas y ni un centavo en Naco. Ese mismo año en Douglas
confiscaron seis armas de fuego y sólo tres en Naco. Seis mil 445
kilos de mariguana fueron confiscados en Douglas, y mil 274 kilos en
Naco.

Para este año las estadísticas oficiales sólo abarcan los meses de
enero y febrero. En el primer bimestre de 2012 se decomisaron 14 mil
336 dólares en Douglas y cero centavos en Naco. Durante ese mismo
periodo las autoridades estadunidenses no incautaron ningún arma de
fuego en esas dos ciudades de Arizona. Por lo que toca a la droga,
sólo aseguraron mil 396 kilos de mariguana en la ciudad de Douglas.
