TUCSON, Ariz. (AP) – Activists want to make Tucson the first sanctuary city in Arizona.

KGUN-TV in Tucson, Arizona, reports the advocacy group the People's Defense Initiative is collecting signatures to place an initiative on the November 2019 ballot asking voters to approve a measure deeming Tucson a sanctuary city.

People's Defense Initiative Director Zaira Livier says Tucson has a long valuable history in protecting its "undocumented neighbors."

Under the proposal, police officers and city employees would be prohibited from detaining anyone based on immigration status.

The group has until July 5 to collect more than 9,000 valid signatures.

Mexican President Andres Manuel Lopez Obrador visited Reynosa on Friday and outlined his ambitious border plan that includes doubling the minimum wage for Mexican border residents and increasing pay for maquiladora employees as part of a barnstorming tour across his country.

Lopez Obrador called for a calmer Reynosa, and state of Tamaulipas, which has not improved its violence during the two-year tenure of McAllen-born Gov. Francisco Garcia Cabeza de Vaca.

" We are going to invest a lot in the welfare of the people," Lopez Obrador said, "because peace and tranquility are the fruits of justice."

But the recently sworn-in president will have no easy task, as Mexico's northern border is mostly controlled by transnational criminal groups who charge thousands of dollars to smuggle immigrants into the United States, rendering many Mexican border towns dangerous.

McAllen Mayor Jim Darling attended Lopez Obrador's address in downtown Reynosa on Friday, before the president shuttled off to other Mexican border cities, such as Ciudad Juarez across from El Paso.

Lopez Obrador arrived in Reynosa on a commercial flight, part of his ongoing populist agenda to buck presidential norms. Other efforts have included not living in the historic presidential residence in Mexico City, called Los Pinos, which he has turned into a museum. " There was no security, it was really something," Darling said in an interview. "He seems like a guy you'd want to sit down and have a beer with."

Lopez Obrador's plan centers on economics, hoping to provide better job opportunities for Mexican border residents.
" He wants the maquilas to raise wages 400 percent," Darling said. "I sat next to a maquila guy and he didn't clap for that one."

MEXICO CITY

On instructions from the President of the Mexican Republic, Alfonso Durazo, Secretary of Security and Citizen Protection, asked the Chamber of Deputies to rethink the constitutional reform that will give life to the National Guard so that the command of this new security body is civil and, same time, be commanded by the dependency that heads.

The President of the Republic has listened with the greatest interest to the various arguments presented by the people of Mexico in their tours of the country and now in these forums, consequently transmits through me the need to raise the original design terms proposed for the Guard National to locate this administrative entity in the civil sphere, dependent on the Secretariat of Security and Citizen Protection, "Durazo highlighted.

By participating in the Mesa Seguridad, La Paz, and National Guard on the fourth day of public hearings to analyze the National Guard, the head of the Security Secretariat explained that this proposal would provide a constitutional frame of reference to travel to a body of public security of character located in the civil sphere, but with levels of discipline, service regime, promotion, benefits, income, training, professional and doctrine homologated to those currently applied in the field of the permanent Armed Forces.
