Mexico's AMLO vows not to use military against civilians

MEXICO CITY (AP) — Mexican President-elect Andres Manuel Lopez Obrador has vowed to never use military force against civilians as the country approaches the 50th anniversary of a bloody reprisal against students.
Lopez Obrador promised Saturday at Tlatelolco Plaza to "never ever use the military to repress the Mexican people."
Troops fired on a peaceful demonstration at the plaza on Oct. 2, 1968, killing as many as 300 people at a time when leftist student movements were taking root throughout Latin America.
Lopez Obrador has pledged to support young Mexicans by giving monthly subsidies to those who study and opening more free public universities.
He has said that unemployment and a lack of educational opportunities draws youth to criminal gangs.

Standing under a tarp tent atop a hill with a panoramic view of Nogales, Sonora on Tuesday, U.S. Consul Virginia Staab welcomed guests to the future site of the local consulate.
And after describing the basic details of the construction project, Staab unveiled an architectural model of the facility as Nogales, Sonora Mayor Jesús Pujol Irastorza stood at her side.
"With this new building, we have the capacity of (processing) 244,000 visas each year, so we're going to work very hard to reach that limit," Staab told the members of the media present at the event, adding that the current office has the resources to process approximately 80,000 visas per year.
The new facility will be built on the north side of Boulevard El Greco, across the street from the Nogales Mall and just two blocks from the current consulate building. Immigration services won't be available at the new site, which will offer the same non-immigration processes such as applications for tourist and work visas that are provided at the current consulate. The difference is that the services will be offered on a larger scale, Staab said.
"For now, only Ciudad Juarez does immigration paperwork. It may be different in the future, but for now, all immigration procedures are done in Juarez," she said.
The new 5,205-square-meter building (56,000 square feet) is expected to be completed by December 2021, with an estimated overall cost of $201 million.
According to information provided at the ceremony, between 200-300 local jobs will be created during the process in the areas of construction, transportation, lodging, security and maintenance, among other services.
"It's extremely important for us to be a team with the American Consulate," said Mayor Pujol Irastorza. "We've heard the statistics that the consul has provided about the investment that will take place in Nogales. This economic development is important to boost the local economy."
Staab added that the U.S. Consulate in Hermosillo, Sonora is also seeking new terrain on which to expand its services.
"They're in the process at the moment. Thank God we're ahead of them and have our property," Staab said.

Destroy 807 war toys in Hermosillo

A total of 807 war toys were destroyed yesterday at the facilities of the 24th Infantry Battalion of the fourth Military Zone as part of the "Let's Play Without Violence" program in Hermosillo.
The dynamics implemented by the Secretariat of National Defense (Sedena) began on August 4 and consisted of the exchange of war toys for educational toys.
The event was headed by the Head of State of the Fourth Military Zone, Abelardo Garfias Casadero, who was accompanied in the presidium by state and municipal authorities.
The closing speech was given by the commander of the 73rd Infantry Battalion, Humberto Tejeda Ramírez, who highlighted the participation of children in the program that seeks to eradicate violence in society.
"Undoubtedly, this program is very important because it contributes to the promotion of education without violence and the peaceful resolution of conflicts," he said.
One month and 21 days of campaigning in schools and public spaces, Tejeda Ramírez pointed out that the 73rd Infantry Battalion achieved the capture of 551 war toys, while battalions 24 and 60 received 199 and 133 gaming weapons, respectively.
